Russo-Japanese War Roosevelt acted as a mediator and peace negotiator of the Treaty of Portsmouth between Russia and Japan. He helped bring the war to an end with no U.S. military involvement. He was granted the 1906 Nobel Peace Prize.

Panama Canal U.S. influenced Panama to rebel against Columbia for independence in order to gain access to build a canal. Changed trading patterns and military strategies worldwide.

Panama Canal (gave quick and easy access to both the Pacific and Atlantic Oceans) U.S. paid Panama 10 million and 250,000 rent each year 43,400 workers from all over 5600 workers died from disease total cost 380 million

Human factors – United States supported a revolution in Panama in the early 1900s. The U.S. was permitted to build the canal and control a zone of 5 miles on each side of the canal (known as the Canal Zone). The division of the country into two parts by the U.S. territory caused tension throughout the 20th Century. President Jimmy Carter signed a treaty to return the Canal area to Panama on December 31, 1999.

Physical factors – the 48-mile international waterway allows ships to pass between the Atlantic Ocean and Pacific Ocean, saving about 8,000 miles from a journey around the southern tip of South America (Cape Horn).

9 Discussion Question The buying of land, construction of the canal, and completion of the canal was mainly done by the United States. How did the Panama Canal impact the relationship between the United States and the politics of the region? The United States became more involved with the politics of the region!

Roosevelt Corollary – This was added to the Monroe Doctrine. The U.S. would use force to protect its economic interest in Latin America. Theodore Roosevelt – “Rough Rider” during the Spanish American War; expansionist policies as President increased the U.S. role in Latin America and the world; reasserted the Monroe Doctrine (Helped America to be recognized as a world power)

Dollar Diplomacy – Taft encouraged investment by U.S. banks/businesses in Latin America and Far East; promised military protection to those who invested abroad; WWI reoriented the priorities of the emerging world power and U.S. foreign policy makers returned to a goal of isolationism…except when it came to Latin America.

Woodrow Wilson – “missionary diplomacy” The U.S. had a moral responsibility to deny recognition to any Latin American government it viewed as oppressive, undemocratic, or hostile to U.S. interests.
