READ APPLICATION GUIDELINES DECIDE ARE YOU ELIGIBLE TO APPLY? READ THE APPLICATION FORM DOWNLOAD TEMPLATES NOTE OTHER RELEVANT TASKS e.g, Contact HSE, Planning Permission KEY DATES – 1ST JULY & 22ND JULY What is available on our website? Measure Fact Sheets, WORD Format of the Application; Application Guidelines, Templates, Other resources - relevant to each measure – Acts, Policies and Reports – these are ones which are referred to on the Factsheet Measure Factsheet- There is one for each measure, the Fact Sheet provides information on who is eligible to apply, what types of project proposals will be considered, what type of costs are eligible, what information is critical for your application to be successful, amount of funding you can apply for; the workshops later will go into the specifics of each Measure and address any queries or questions you may have Are you eligible to apply? On review of the Measure Factsheet – does your organisation e.g. (Legal status) and your potential project meet the criteria? Guidelines – explains the process, what information will be expected in terms of the application form, eligibility and selection criteria, explanations Note – Technical User Guide will be available when the On-Line form becomes available. Application Form – you have a WORD version of the form available now- PLEASE DO NOT SUBMIT THIS – only on-line application forms will be accepted. The WORD version includes all the eligibility sections for each Measure – the on-line form will be measure specific and will include a lot multiple choice questions; You could complete this form and then cut and paste the text from this form to the on-line form when available; Advance Planning - What specific documents do I need to gather about (a) organisation and (b) project e.g. page 7 of the Guidelines gives you a list of key information required e.g. Signed audited accounts; tax clearance certificate; CRO number; Board Details; Do I need to consult with others e.g. under Measure 5, Local Area Co-Ordination it will be necessary to seek an Endorsement from the HSE; Capital and Equipment – detailed quotations and/or detailed building estimates Templates: - There is a library of 11 templates on our website, which are either in WORD or EXCEL formats; you do not need to complete all Templates – ONLY those relevant to your Measure and project proposal e.g. Under Measure 3, Support for Home Carers, - Budget Template 2 is relevant and none of the others will apply unless you have Co-Funding or a Partner. KEY DATES:- On-line –planned go live date is the 1st July and Closing Date – 22nd July at 12 NOON.

Painting a picture of your organisation and your proposal Assume the reader is not aware of your organisation and what you do Be concise, clear and relate your answers to the Measure Fact Sheet Criteria Level of detail = size of grant There are no right or wrong answers Small Grant = 1-2 sentences; large grant – use all the space in the boxes. On-line form has limitations to the amount of text you can put in each box

Legal Status - CRO Number/ Friendly Society Attach Signed Audit Accounts Amount > €15,000 Exceptions for Statutory Bodies MEASURE SPECIFIC CRITERIA Section 1 & 2 of the application form Statutory Bodies – exception – no accounts or no CRO number – there is a facility to enter Friendly Society registration number

Selection Criteria CAPACITY STRATEGIC FIT VALUE FOR MONEY & ADDED VALUE NEED ACHIEVABILITY SCORED 0-20 MIN SCORE OF 8 FOR STRATEGIC FIT AND NEED Key Considerations are included in the Application Guidance pages 12-13 Selection Criteria Explanations / Key Considerations Capacity of the Organisation Applicants should demonstrate:- Relevant experience and knowledge in relation to delivering the actions or activities outlined within their project proposal. Previous experience of managing public funding and have appropriate financial management controls and systems in place. A robust governance structure for the management and delivery of the proposed activities or actions. For applicants who are applying with partner/(s) they must identify a lead partner and demonstrate that appropriate governance, management and delivery arrangements are in place for the operation of partnership. Score 0-20 Strategic Fit How the proposal is in line with the purpose of the Dormant Accounts Fund and the relevant Measure Priorities as outlined in the Measure Fact Sheet. Level of co-funding. How the proposal adopts a collaborative approach to the development and implementation of the proposal, including co-operation and partnership working with key stakeholders, thus reducing duplication. Sustainability: The extent to which the project proposal has the potential to make a lasting difference or continue beyond the end date of the grant. NOTE: THE MINIMUM SCORE TO BE CONSIDERED ELIGIBLE FOR FUNDING IS 8. Value for Money/Added Value A clearly defined budget with costs which are clearly explained and in line with market norms. Who will benefit and the numbers of people likely to benefit directly from the project actions/activities. The cost effectiveness of the proposal with regard to the level, range and quality of outputs and outcomes to be delivered. The degree to which the project proposal is additional to an organisation’s core work and activities and is not being used a substitute for mainstream government funding. The applicant must clearly demonstrate the funding is for a once-off project proposal and for distinct piece of work. How the project actions or activities will be complementary and add value to current Government programmes and policies. For Measure 1, Social Enterprise only the applicant will be expected to demonstrate how the grant will enhance or sustain their traded income and sustain/increase direct jobs. Demonstration of Need Is there a clear and concise statement of need for the project proposal including reference to evidence based research or objective data? Does the proposed plan of actions and activities meet the needs identified. Achievability and Strength of the Proposal A clear set of actions and activities A clear and realistic timeframe for the actions and activities proposed How the project will be delivered and by whom Intended outcomes and outputs and how they will monitor and evaluate the proposal? Applicants are reminded to refer to the indicative Measure Level Outputs and Outcomes ase review and use to formulate your responses to questions in the application form
