3 Background to DAF The Dormant Accounts Amendment Act 2012 provides for the disbursement of funds for the purposes of programmes or projects to assist: - the personal and social development of persons who are economically or socially disadvantaged; - the educational development of persons who are educationally disadvantaged or - persons with a disability (within the meaning of the Equal Status Act 2000).

4 Background to DAF Funding available across 8 distinct Measures - Measures1-2 linked to Dept. of Environment - Measure 3 linked to Dept. of Social Protection - Measure 4-8 linked to Department of Health - Total of €5.07m available across the 8 Measures

6 Overview of Application Process Call for Applications on 8 th June 4 Regional Pre-Application Information Meetings - Carrick on Shannon (16 th June) - Galway (18 th June) - Dublin (23 rd June) - Charleville (25 th June) Online application form goes live on 1 st July Deadline for online applications 12 noon on Wed 22 nd July

7 Overview of Application Process Appraisal of submissions from August to October with decisions and notification in Nov/Dec Some Measures are closed limited to certain types of groups, while others are open to wide range of groups to apply Some Measures have eligibility criteria Depending on the individual Measure, specific requirements to upload different templates/attachments

8 Launch and Support Arrangements Advert in Irish Times on 8 th June and on Activelink from next weekend Press Releases from Departments and Pobal DAF Webpage will have all relevant information, templates, guidelines Registration for regional meetings through website Online application to be accessed via DAF webpage

9 Launch and Support Arrangements Helpdesk to handle queries relating to DAF 4 Development Co-ordinators will act as ‘go to’ people as needed to answer eligibility or related queries Each DC will cover 2 Measures Designated finance staff to deal with finance/budget related queries if needed Encourage queries to be submitted by email All DCs will receive email with query Development of FAQ document during process to cut down on referrals to DCs/Finance staff

10 Measure 1 Social Enterprise: Key Messages Must be a Social Enterprise Must have 20% Co-Funding Planning Permission Detailed Quotation Detailed Building Estimate Ownership Retention of Use > €50,000 Equipment, Machinery, Building Costs Min €20k Max €100k

11 Measure 2: Youth Employment: Key Messages NEETS, young people with low levels of education/early school leavers Support Entrepreneurship among disadvantaged young people Priority to partnership approach Over 18 participants – special criteria Schools cannot apply in their own right Local groups or organisations cannot apply in their own right Min €50k; Max €100k

12 Measure 3: Support for Home Carers: Key Messages Locally based Carer Groups National Carer Groups Affiliated local groups must apply via National Head Office Focus on Home Carers Partnership approach Training must be within the National Training Framework Min €20k, Max €40k for Locally Based Min €50k Max 250k for National Orgs Statutory Bodies are NOT Eligible Respite Costs are eligible

13 Measure 4: Substance Misuse and Prevention: Key Messages Limited to Local and Regional Drugs Task Forces (L/RDTF) to apply Member of L/RDTF to act as lead applicant Min €30k – Max €50k Development of Strategies Community Mobilisation Awareness and Information

14 Measure 5: Local Area Co- ordination (Disability Services) Limited to 2 applications per Community Health Organisation (CHO) area Partnerships applications only Innovative & complementary Does not include people over 65 or whose primary disability is mental health Indirect overheads are not eligible Min €50k Max €100k

15 Measure 6: Achieving HIQA Standards: Key Messages Sub Measure 6a – Minor Capital Works Sub Measure 6b - National training initiatives Measure 6a – Registered Children Centres with a HIQA Inspection Measure 6b - National Training for both Adult and Children Centres

16 Measure 7: Support for Young People with Disabilities: Key Messages Transition for second level school to third level, training or work Age –group = 15 to 24 years Min Grant €20k ; Max grant €50k Partnership only – no single organisations Indirect overheads not eligible Child Protection Procedures Contact with HSE Representative

17 Measure 8: Non-Centre Based Respite Services: Key Messages Single and Partnership Applicants Innovations in providing respite services in the local community Min Grant €15k – Max Grant 30K Area based approaches & Partnership approaches favoured

18 Generic Eligibility Criteria Legal Status Must be On-Line Duration of grants ranges from 12-18 months depending on Measure Overheads – Indirect costs are for C&V only New Buildings – not eligible Retrospective costs – not eligible
