2 Executive Summary Onward to Opportunity in Partnership with the Veterans Career Transition Program (O2O-VCTP) is a privately-funded, industry-validated career skilling program that connects military talent to in-demand careers in Customer Service Excellence, Information Technology, and Business Management at no cost to participants or employers. Participant Eligibility criteria: Transitioning active duty service members up to 180 days prior to separation date Members of the Guard and Reserve Post 9/11 Veterans with an Honorable Discharge Spouses of all of the above Flexible Cohort Options: Quarterly In-person Cohorts of up to 75; Monthly On-line Only Cohorts of up to 1200 Currently offered quarterly on each installation, flexible delivery based on installation and participant needs Program Length/Impact to Duty Day: Days in Classroom: Maximum of 4 for In-person Training Online, Self-Paced Training: 3-10 weeks depending on selected learning pathway, completed on own time Total program length: ~90 days As of June 2017, O2O-VCTP has reached more than 9700, skilled more than 5600 of those reached, and placed more than 750 skilled participants in new or better careers. 4 The O2O-VCTP Process Participants are selected for the program based on existing skills and interest, trained according to their chosen career track, and matched with suitable employers to maximize successful hires. 2. 3. Candidate Assessment and Program Advising 1. Industry-Specific Training Interview Matching and Candidate Preparation Candidates complete initial self- assessment to identify existing skills, and interests and align with career goals. Gauges participant interest, experience and aptitude with O2O-VCTP career tracks Captures career and transition preferences Includes questions from actual certification exams to measure appropriateness of the learning pathway for the candidate. IVMF advises each candidate on optimal pathway selection and program enrollment O2O-VCTP also offers a Direct to Hire “fast track” for those participants that have sufficient experience and/or education to qualify for positions without needing to complete a full training program Participants complete the O2O-VCTP training program, which includes industry-specific curriculum, certifications and certificate programs. Blended learning model provides a mix of classroom and online training to appeal to all learner types and promote flexible, sustainable delivery Competency-based material matches learning objectives to employer job descriptions Employer and industry validation through ongoing engagement with employer partners shapes future program curricula Introductory course builds on TAP GPS learning objectives and explores topics relevant to succeeding in a civilian career Trainings led and hosted by IVMF in partnership with Skillsoft, the SANS Institute and other local partners Online-only training available to participants who are not geographically aligned with an in-person training location O2O-VCTP strategic partner Hire Heroes USA facilitates and oversees interview matching between participants and employers. Participants work 1-on-1 with a HHUSA Veteran Transition Specialist to prepare for interviews and receive employment coaching while they complete their online training O2O-VCTP Employment Coordinators work with hiring managers at each Employer Partner to match participants with interview opportunities Matching follows employer-specific hiring processes and is based on employer needs Periodic engagement calls held between employers, HHUSA and IVMF to collect feedback and best practices to improve program and job candidates Participants have life-time support from HHUSA should they need help with additional future employment searches Powered by

8 How O2O-VCTP Works with Employers O2O-VCTP combines its internal expertise with that of industry-leading veteran serving organization, Hire Heroes USA, to work directly with employers to connect the right candidates to employer hiring processes and needs WHAT THEY DO: Assign each O2O-VCTP participant a Veteran Transition Specialist who provides personalized, virtual career coaching and mentoring while they complete their training. Following the completion of their training, an Employment Coordinator works with the identified hiring manager at partner employers to match the candidate with an interview opportunity Recruit a range of national and local employers to interview and hire O2O-VCTP participants across all tracks Engage partnered employers with the O2O-VCTP program and participants, arranging for employers to instruct courses, network with participants, and share best practices to improve program quality Installation staff engage with employers, local veteran service organizations and local/state employment services to increase employer engagement and awareness at their location Powered by

12 The O2O-VCTP In-Person Participant Experience Participants begin by learning about the program through installation marketing efforts. 1. O2O-VCTP Lands at Your Base. O2O-VCTP is launched on or near the installation 2. Learn More! SM/spouses hear about O2O-VCTP and complete online interest form 3. Assess your Aptitude Attend O2O-VCTP Orientation and complete the O2O-VCTP program assessment 6. Get Job Ready. While completing training, work with your Veteran Transition Specialist to receive employment coaching and preparation 5. Take your training. Get assigned into a training cohort (or get referred for direct matching) and begin O2O-VCTP training 4. Work with your IVMF Enrollment Coordinator to get started. IVMF enrollment team reviews assessment and discusses enrollment recommendation with program candidate Graduate from O2O-VCTP and Accept your new civilian job!
