Key Concepts: Systems Concept Statement: A system should Empower both Majority and Minority Section 2: A Constitutional Convention Major Historical Figures – Sec 2 1.Alexander Hamilton – New York lawyer, called for the Constitution Convention 2.James Madison – (Father of the Constitution) called for the Constitution Convention and did a lot of the work 3.George Washington – (Father of the Country) elected leader of the Constitution Convention 4.Edmund Randolph – Suggested the Virginia Plan to replace the Articles of Confederation 5.William Paterson – Suggested the New Jersey Plan to replace the Articles of Confederation

4 Unit 2 – Creation of a New Nation U3 Section 2: A Constitutional Convention Why did the Convention happen? Who was at the Convention? Shays’ Rebellion showed the whole country that the Articles of Confederation needed to be strengthened Urged on by Alexander Hamilton and James Madison the Continental Congress set up a national convention to create ideas for a stronger central/national government in Philadelphia, Pennsylvania 12 states sent representative, Rhode Island didn’t go – they liked the Articles of Confederation George Washington was elected to lead the Convention – He was the most respected man in the United States The 55 delegates are remembered as our Founding Fathers They were lawyers, merchants, plantation owners and doctors

They all had money and property, they were white and mostly protestant There were NO women, African Americans, or Native Americans Governor of Virginia, Edmund Randolph suggested the Virginia Plan – an alternative to the Articles of Confederation that gave power to states with large populations of citizens It called for breaking the central/national government into 3 branches; Executive – enforces the laws, Legislative – writes the laws, Judicial – interprets the laws and decides if they had been broken (Separation of Powers) The Legislative branch would be split into two parts (houses) this is called Bicameral Both houses were set up so states with large populations would control them

7 What was the New Jersey Plan? The small population states felt unrepresented by the Virginia Plan – They didn’t like it William Paterson offered a plan the small states did like – the New Jersey Plan The New Jersey Plan was a simple rewrite of the Article of Confederation It allowed the Congress to tax It added a weak Executive Branch It left each state with only one vote in congress regardless of state population size, so small states were over represented It left the states as the strongest power in the nation, and unable to work together for the good of the country
