6 Property Book and Unit Supply – Enhanced (PBUSE) Mission & Objectives
To provide the Army with a state-of-the art web-based property accountability system at the Property Book Office and Unit Supply level, reducing the footprint by consolidating two baselines (SPBS-R and ULLS-S4) into one, and replacing other property accountability systems as directed by the DA G-4. To provide real time asset visibility and data access by a permission control system for both tactical and garrison environments, in a connected or disconnected mode.

7 What is PBUSE? -Army’s web-based force sustainment property accountability system. -Part of Global Combat Support System – Army (Field Tactical). -Replaced Standard Property Book System-Redesign (SPBS-R) and Unit Level Supply System-S4 (ULLS-S4). PBUSE began in May 2000 as a web-based pilot custom software development effort that would replace both the Standard Property Book System –Redesign (SPBS-R) and the Unit Level Logistic System S-4 (ULLS-S4) systems. The centralized PBUSE web and data base servers are located behind the Army Knowledge Online (AKO) firewall in the Strategic and Advanced Computer Center (SACC) at Fort Belvoir, Virginia. The user computer is a commercial personnel laptop that operates in peacetime and wartime; and is also capable of operating in a stand-alone mode to provide users the capability to operate if communications are disrupted. PBUSE is an unclassified system which uses permission control to manage access to data. The system is accessed through User Identification and Password. The system will be employed in the Active Army, Army Reserve, and the National Guard and will provide both sustaining base and tactical functionality. In the sustaining base, PBUSE operates over NIPRNet/Internet connections. In the tactical environment, PBUSE uses the Very Small Aperture Terminal (VSAT) or Combat Service Support Automated Information Systems Interface (CAISI). AAA certified that PBUSE was Federal Financial Management Improvement Act (FFMIA) Chief Financial Officer (CFO) compliant for MTOE in July 2002; in September 2004 AAA certified the software as also being compliant for TDA. PBUSE provides real time property accountability, LOGTAADS updates, Serial Number Tracking, asset adjustments, lateral transfers, authorization updates, and manages basic and operational loads and hand receipts.

-Residential PBUSE training during Unit Supply Specialist (MOS) 92Y Advanced Individual Training (AIT) at Quartermaster Center and School (QMC&S), Fort Lee, Virginia. -NCOs and Warrant Officers also receive training at the QMC&S. -QMC&S also provides PBUSE functional training at Fort Lee, VA. -On request, QMC&S has deployed mobile training teams (MTT) to provide on-site PBUSE training.

19 Responsibility The obligation of an individual to ensure Government property and funds entrusted his/her possession, command , or supervision are properly used and cared for and that proper custody and safekeeping are provided. There are five types of responsibility: COMMAND; SUPERVISORY;DIRECT; CUSTODIAL; AND PERSONAL Bottom-line: Everyone is responsible for Government Property!

23 TYPES OF RESPONSIBILITY
COMMAND SUPERVISORY DIRECT CUSTODIAL REFERENCE: AR 735-5 Command. Direct: Established when a hand receipt is signed. Supervisory: Signature on hand receipt not required/inherent by position. Explain this concept to all your leaders. Personal : Signature on hand receipt not required. Applies to all government property issued for, acquired for, or converted to a person's exclusive use, with or without receipt. Established when individual has possession / knowledge. Custodial : (Reference DA PAM 735-5) Individuals responsible for storage areas where items are awaiting issue or turn-in. Results from assignment as a supply sergeant, supply custodian, supply clerk, or warehouse person. The magnitude of possible liability is not correlated to the type of responsibility. All types have equal potential for liability depending on the circumstances. The difference is the monthly base pay, and NCOER/OER. PERSONAL MAY 06 4

DIRECT RESPONSIBILITY Obligation of a person to ensure that all government property for which he or she has receipted for is properly used, cared for and that proper custody and safe keeping are provided. Accountable officers and hand receipt holders incur direct responsibility. PERSONAL RESPONSIBILITY Obligation of a person to exercise responsible and prudent actions to properly use, care for, and safeguard all government property in his or her possession not contingent upon signed receipt of responsible individual. 27 Property Book Officer (PBO)
1. Must be knowledgeable about supply. 2. Classified as the “Accountable Officer”. 3. If found to be liable, could be required to pay the government the full cost of lost/damaged property. 4. PBO establishes and maintains primary hand receipts. 5. PBO only accounts for nonexpendable property. PBO is appointed by the Commander with command authority over all subordinate units and maintains all primary hand receipts for him.

29 Primary Hand Receipt Holder (PHRH)
UNIT COMMANDER is normally the PHRH. PHRH must conduct a PHYSICAL INVENTORY PRIOR TO SIGNING FOR PROPERTY and inventory property at least once per year. UNIT COMMANDERS should sub-hand receipt property to appointed subordinate leaders. UNIT COMMANDERS initiate actions to ADJUST PROPERTY RECORDS WHEN PROPERTY is lost, damaged, or destroyed. REAL PROPERTY: Land, Buildings, and Structures. NONEXPENDABLE PROPERTY: Requires Formal Property Book Accounting ; Trucks, Radio Systems. DURABLE PROPERTY: Requires accounting by Hand Receipt; Hand tools, personal property that is not consumed in use. EXPENDABLE PROPERTY: No formal system of accounting is required; however government property must be protected from fraud, waste and abuse. SUB-HAND RECEIPTS Unit Commander/Primary Hand Receipt Holder (PHRH) delegates property accounting duties to subordinates. Produced and maintained by unit supply sergeant. Are all missing property book items posted in the document file? Obtain a copy of the your ALH-151 and the signed SHRs. You should have a working and a file copy of these documents. You can mark up your working copies as you please. You can not mark the file copies. You could find some property not signed down, but in fact is present. You can use the “Asset Visibility Report ” from ULLS-S4 but remember this is not official, it is only a reflection of data in your computer’s database. 44 Shortage Annexes Unit Supply Records Nonexpendable PBO Durable
One for each end item. PBO keeps original. Copy to Company Commander. Durable One for each end item Unit CDR Original BN S-4 keeps. Expendable Unit CDR Order if funds available. Can put on shortage annex. The class of supply as well as the ARC determine what shortage annex is used. Some expendable items are class II, and can’t be ordered by the company; therefore they must be put on the S4 shortage annex. Don’t overlook expendable items. Many are high dollar, and needed in order for the major end item to work. Shortage annexes only list missing components of major end items. If you don’t tell the PBO or S4 about your missing components, then they will assume (correctly) that you have no shortages. When you sign your ALH-151, you are signing for the major end items and all required components, unless you obtain a shortage annex that reflects known missing components. You will get one shortage annex per major end item reflecting all shortages for the entire quantity, i.e.: You have nonexpendable shortages in some of your tanks. The PBO will give you one annex for all 14 tanks---it doesn’t matter how many tanks have shortages. The S4 will do the same if you also have durable shortages. MAY 06 30

54 Property Accountability
-Recognize Property Accountability = Enhanced Readiness. -Commanders must be personally & aggressively involved. -Understand unit identification code (UIC) & Department of Defense Activity Address Code (DODAAC) significance – both must be right. Property accountability is paramount to winning the Global War on Terror. With today’s OPTEMPO, commanders must recognize the numerous changes within the Army’s logistical environment and ensure all subordinates are fully trained, coached and mentored on their role, responsibility and applicable equipment in order to achieve victory on the battlefield. Property accountability works when commanders are involved. More on the Command Supply Discipline Program (CSDP) to follow in subsequent slides. Most likely due to OPTEMPO, Army Senior Leadership is updating supply policy via message (ALARACT) vice updating regulations. This process makes it incredibly difficult for unit and staff to stay current with Army policy. Recognize this challenge. Use your QM Warrant to help you conquer this it. Army ALARACT and MILPER messages regarding property accountability procedures/guidance can be found at LOGNet, courtesy of CW5 Carroll of the Army G4. G-4_(DCSLOG) Regulations UIC/DODAACs are key logistical denominators for all STAMIS systems. They must be right in order to work. Simple but extremely important.

55 Command Supply Discipline Program
-CSDP is everyone’s responsibility – Commanders, CSM, CO CDR, 1SG, Hand Receipt Holders and EVERYONE in between! -Ensure CDRs are personally & aggressively involved in CSDP. -Use CSDP to enhance property accountability not inhibit it. -Ensure CSM & 1SGs instill Supply Discipline & teach Supply Economy. -Ensure CSM, 1SGs & S4 NCOs help company commanders “get CSDP right”. CSDP is only as good as the BCT CDR makes it. It isn’t designed to be another layer of inspections; rather it’s designed as a “sanity check” for commanders and a tool to place the unit on the right azimuth IRT logistics. Suggest incorporating CSDP checks with the Command Maintenance Program. Utilize BCT Staff to inspect units during command maintenance. Use the opportunity to teach, coach and mentor immediately vice waiting until a semi-annual inspection. Key to real success with CSDP and property accountability rests with the NCO Corps. They must uniformly, consistently and aggressively instill supply discipline and supply economy throughout the BCT formation – no exceptions. Teach new officers and NCOs about property accountability and CSDP; grow them to embrace the culture and support it. CSM must help keep S4 NCOs actively involved, trained and engaged. Ask the CSM to assess supply sergeants and rotate them as applicable to their career progression with equal vigor as other branch NCOs within the BCT formation. Use CSDP to gauge 92Y training deficiencies and identify candidates for possible participation in the CSA Supply Excellence Award (SEA)

56 Property Accountability Recent Changes
-Unit Supply, S4 & PBO must have web access  all of the time. -New mandatory inventories for deployment & redeployment: -Task Force/Rear Detachment Inventory. -Deployment/Redeployment Inventory. -Increased UIC/DODAAC significance to the logistical fight. -Operation Total Recall  on going CSA initiative. -New Knowledge Management (KM) venues exist, like LOGNet. S4 must identify training and communication requirements for PBUSE and articulate the need to the BCT CDR. Critical to note that unit supply, S4 and PBO need non-secure web access to fully utilize PBUSE. Again, ALARACT message published an interim change to AR which added two new inventories: Task Force/Rear Detachment Inventory (conducted when hand receipt is “split”). Deployment/Redeployment Inventory (unit must conduct 100% inventory prior to movement). Commanders must ensure the XO, S4 and PBO are fluent with new these procedures and ensure unit commanders are adhering to the new policies. Due to the internet centric STAMIS systems, the UIC and DODAAC’s accuracy and worth have grown exponentially. Both must be correct at all times and locations, similar to one’s social security number and phone numbers. From Operation Total Recall message*, “Commanders intent: The intent of Operation Total Recall is to assist commanders in efforts to reestablish property accountability across our army and ensure that it is accounted for using standard army management information systems (STAMIS). Our end-state is corporate wide level asset visibility of army property in an effort to better support decision making. Our path to achieving this is already underway and we are already seeing the results. Critical to our success is the use of the Army’s automated system of record for property accountability at the organizational level, property book unit supply enhanced (PBUSE) by all units accounting for property. Concurrently, the department will continue to review the doctrine, organization, training, materiel, leadership & education, personnel, and facilities (DOTMLPF) requirements to determine, scope and fix operational gaps and field PBUSE down to company commander level.” *Take away for BCT CDRs is to ensure BCT XO, S4 and PBO become intimately knowledgeable and aware of it. It is not going away. KM avenues available from anywhere in the world – via the internet – for any rank group that seeks advice, assistance or participation.
