2 ACCOUNTABILITY The Chief Executive Official or the Head of Agency of the LEA is responsible for all 1033 Program controlled property Accountability is the obligation of the LEA to keep records of property and use. Responsibility is the obligation of an individual to ensure that property entrusted to his or her possession is being properly used and cared for and safekeeping is provided. Accountability starts at the very first phase in acquiring any equipment through the 1033 program. You have access to your Property Book (inventory) database which is in FEPMIS. All property your agency receives must be receipted in FEPMIS, within 24 of issue. All property is assigned a stock number along with a DEMIL code. Once your agency signs/ picks up the property from the DLA Disposition Services Site. The DLA Disposition Services Site enters the property into system under your DODDAC and you must receipt the property in FEPMIS and send Excess Property copy of the 1348. LEAs must have 100% accountability of all Controlled Property. All controlled property (DEMIL A-Q) must be inventoried annually. Some DEMIL A property, mostly M-Series vehicles ARE NOW CONTROLLED PROPERTY, TITLE REMAINS WITH DOD. The engines do not meet EPA standards; however DOD falls under a national security exemption. Since these vehicles issued under the 1033 Program still remain DOD property, they fall under the exemption, which means that LESO customers can requisition and use them, but now have the same DOD restrictions as an MRAP. DEMIL A Property in use for less than one year has the same requirements. After one year, the property will no longer appear on the LEAs inventory. The property is archived. With exception –DEMIL A property (M-series vehicles) is tracked until return back to DOD. All disposals must be approved by State Coordinator, before disposal takes place.

3 KEEP A GOOD TRACKING SYSTEM PHYSICAL CUSTODY OF 1033 PROGRAM PROPERTY (LESO Form) PHYSICAL CUSTODY OF 1033 PROGRAM PROPERTY (Weapons) (Roster) When a weapon is issued out it MUST BE log on one of the above forms and must be verify annually PHYSICAL CUSTODY OF 1033 PROGRAM PROPERTY ACCOUNTIBILITY FORM Any property issued out must be log out on either LESO Form or the above Form When LESO performs a Program Compliance Review (PCR) they will ask to see these forms on any property that you have issued out. By not following these guidelines your agency will be suspended at that time.

4 LESO FEPMIS Property Book The Law Enforcement Support Office (LESO) has adopted the Federal Excess Property Management Information System (FEPMIS) as the automated property management system that will be used to provide accountability and management for property requisitioned through the Department of Defense (DoD) Defense Logistics Agency (DLA) Disposition Services 1033 Program. 1.It allows LEAs to review and manage their property book, changes requires approval from the LEA to Excess Property and LESO (transfers / turn-ins, adjustments) 2.Photos and Serial numbers will be required for certain types of property such as weapons, vehicles, aircraft, and certain optics – this gives better control of accountability 3.LEAs MUST “receipt” property into LESO FEPMIS, this provides a ” touch point” of who receipted the item into the inventory – once again strengthens accountability 4.If you do not receipt your property within 24 hours of issue, your agency will be suspended not be allow to screen property for at least six months All transaction will be process using FEPMIS (Property Book)
