IADB REGIONAL POLICY DIALOGUE June 25-26, 2009 1 Presented by : Ronald Jackson, Director General, ODPEM, Jamaica

Outline  Introduction  Experiences in Integrating DRM in Development Planning in Jamaica  Integrating Climate Change Adaptation in Development Planning  Next Steps  Conclusion Presented by : Ronald Jackson, Director General, ODPEM, Jamaica2

Introduction  13 Major Disaster Events in the last 5 years  Losses in excess of J$ 90billion (US$1-billion)  A set back to the sustainable development agenda  The advent of climate change and climate variability suggest more frequent and severe disasters Presented by : Ronald Jackson, Director General, ODPEM, Jamaica3

Introduction  The disaster risk reduction (DRR) and climate change agenda is multi- dimensional  Has profound implications for development  Limited physical size, high population density, poor infrastructure and a lack of natural resources  Coastal dependent populations Presented by : Ronald Jackson, Director General, ODPEM, Jamaica4

Introduction  Vulnerability increasing due to incidence of poverty, environmental degradation unplanned settlements  Given competing priorities little opportunity to relocate people affected or provide alternative livelihoods exists  The threat of climate change is not only geophysical but has profound implications for the economic sectors Presented by : Ronald Jackson, Director General, ODPEM, Jamaica5

Integrating DRR into Development Planning in Jamaica  Jamaica began its gradual shift in the 1980’s  Initially mainstreaming of DRR hampered by the absence of appropriate policies, enforcement measures, and mechanisms of institutional co- ordination, administrative structures and legislative systems. Presented by : Ronald Jackson, Director General, ODPEM, Jamaica6

Integrating DRR into Development Planning in Jamaica  Public and private costs of responding to repeated hazard events had become unacceptably high  Attention was shifted significantly to policy development and pre-disaster mitigation measures  Sustainable Development Goal unattainable without Mainstreaming of DRR in all sectors Presented by : Ronald Jackson, Director General, ODPEM, Jamaica7

Integrating DRM into Development Planning in Jamaica  Almost a decade ago first intervention made to integrate DRR into development approval process  Enhanced year over year  Hazard Impact Assessment integrated into Development Applications Process (EIA’s)  Capacity enhanced within Municipal authorities integrate DRR in Planning Process Presented by : Ronald Jackson, Director General, ODPEM, Jamaica8

Integrating DRR into Development Planning in Jamaica  The Development and promulgation of the National Hazard Mitigation Policy represents an immediate approach towards the integration and mainstreaming of Disaster Risk Reduction. Presented by : Ronald Jackson, Director General, ODPEM, Jamaica9

Integrating DRR – Hazard Mitigation Policy  To get 100% of new buildings complying with hazard mitigation measures by 2005/06  To have efficient, effective coordinated and integrated institutional framework, reducing Jamaica’s vulnerability to natural and man-made hazards by 2005/06  To have adequate capacity in place to achieve hazard mitigation targets by 2005/06  To reduce losses from hazard impacts by 30% (farming and infrastructure), 50% (lives) by 2005/06 Presented by : Ronald Jackson, Director General, ODPEM, Jamaica10

Integrating DRR – Hazard Mitigation Policy  To have all publics able to access data, information and knowledge needed to take decisions on hazard management by 2005/06  To have 70% community participation in hazard risk reduction activities as part of every day life by 2007/08  To have stakeholders access to data, information and knowledge needed to take decisions on hazard mitigation by 2007/08 Presented by : Ronald Jackson, Director General, ODPEM, Jamaica11

Integrating DRR  Incorporating hazard and risk maps and vulnerability assessment in development planning  Implementation Small Community Demonstration Structural Mitigation Projects  Sensitization of Local Government to the importance of hazard mitigation techniques and transfer of knowledge and skills at the community level Presented by : Ronald Jackson, Director General, ODPEM, Jamaica12

Integrating DRR  Conducting damage assessment reports post disaster events in order to guide reconstruction and future planning processes  Relocation of vulnerable populations Presented by : Ronald Jackson, Director General, ODPEM, Jamaica13

Integrating Climate Change Adaptation into Development Planning  Downscaling of Climate Change Models Necessary  Dispelling the Myth regarding Climate Change, DRR and Development Planning  Promoting relocation of vulnerable populations  Existing ad hoc interventions  Multi-Hazard Mapping for Coastal Towns Presented by : Ronald Jackson, Director General, ODPEM, Jamaica14

Integrating Climate Change Adaptation into Development Planning  Interventions targeted more at Micro level and not at Macro Level  National Coastal Zone Management Plan  Review of Development Orders Presented by : Ronald Jackson, Director General, ODPEM, Jamaica15

Present Framework for Integration Presented by : Ronald Jackson, Director General, ODPEM, Jamaica16 Sustainable Development of Jamaica Office of the Prime Minister Strategic Priority CDM Framework: Outcome 4 ODPEM 3 year Strategic Framework Vision 2030 Goal 4: Hazard Risk Reduction and Climate Change

Relationships between DRR and Climate Change Presented by : Ronald Jackson, Director General, ODPEM, Jamaica17 ENHANCED SUSTAINABLE DEVELOPMENT CLIMATE CHANGE AGENDA Coastal Zone Water Resources Agriculture Human Health Severe Weather DRR AGENDA Land Use Planning Settlement Management Development Control Community Development Poverty Reduction Sector Mainstreaming Watershed Management Multi-hazard Management

Current Framework for DRR and Climate Change Integration  Geared towards promoting the development and enforcement of public policies and strategies that seek to make risk reduction efforts more effective and integrated Presented by : Ronald Jackson, Director General, ODPEM, Jamaica18

Next Steps  A need for strengthening the areas of public policies and strategies to make the risk reduction efforts more effective and integrated.  Downscaling of Climate Change Models to make adaptation policy more effective and relevant  Joint Goal Setting of Climate Change Community and DRR Community Presented by : Ronald Jackson, Director General, ODPEM, Jamaica19

Next Steps  Promote greater Macro-Economic Adaptation Projects/Programmes  Completing HMP Strategy and Action Plan  Harmonization of Efforts  Encourage greater donor support towards capacity building and policy articulation in support of DRR and Climate Change Adaptation  Continued Mainstreaming within key sectors especially economic planning Presented by : Ronald Jackson, Director General, ODPEM, Jamaica20

Next Steps  Grants and credit facilities for disaster risk reduction and climate change adaptation programmes that promotes greater macro-economic benefits  Political DRR and Climate Change Adaptation Champion  Conjure greater political will towards investment in the DRR and Climate Change Adaptation process Presented by : Ronald Jackson, Director General, ODPEM, Jamaica21

Concluding Remarks  Governments to make very difficult choices and tradeoffs in respect of policy-making, which may involve, for example, a choice between undertaking and restricting coastal developments.  Coping with limited Fiscal Space for DRR and Climate Change Adaptation Investment Presented by : Ronald Jackson, Director General, ODPEM, Jamaica22
