Regional Transport West Yorkshire Combined Authority-Devolved control over £1bn fund Traffic growth in West Yorkshire is forecast to increase by 20.5% by 2030, in Leeds it’s expected to be 23.5%. The national figure is 12.2% Leeds Rail Station is the 2nd busiest station in the country outside London with current passenger numbers of around 27.7 m. This is expected to rise to over 60m by 2043 There is a steady, year on year decline in bus passengers in West Yorkshire (although Leeds is an exception ) which is reflected everywhere across the country except London New train stations at Kirkstall Forge, Apperley Bridge and Low Moor Trans-Pennine electrification now un-paused

Single station in the heart of the City Leeds City Station is already the second busiest station in the country outside London, with 27.7 million users (2013/14) and combined growth in conventional services, HS2 services and proposed HS3 / TransNorth services of 114% (over 60m) predicted by 2043 Aspirations for remodelled Leeds station - £140M funding gap Leeds Station- Connecting the Northern Powerhouse

HS2 – The catalyst for change We need to find not just the right transport solution, but also one that goes with the grain of the city’s vision for the future of Leeds We need to work together in a way that the western leg has done very effectively Leeds Station must match the city’s vision and its transport needs

HS2 – The catalyst for change January 2013 the Government launched a consultation on the route for Phase Two of HS2 March 2014, Sir David Higgins was appointed as chair of HS2 Ltd and one of his first engagements was an event organised by the Chamber in Leeds In late 2014, Chancellor Osborne announced plans for HS3 (now TransNorth rail) as a solution for east-west rail connectivity (Liverpool to Sheffield, Hull and Newcastle via Manchester and/or Leeds November 2014, HS2 Ltd published Rebalancing Britain In February 2015, the Chancellor of the Exchequer, launching the Long Term Economic Plan for Yorkshire, asked David Higgins to prepare this interim report, looking specifically at the future of the HS2 station in Leeds March 2015, David Cameron, speaking in Leeds, announced that Sir David Higgins had been tasked with relooking at Leeds station options January 2016 interim report has been submitted to the Chancellor of the Exchequer and the Secretary of State for Transport to consider, as a recommendation from HS2 Ltd A full route decision on Phase Two of HS2 is expected later in 2016

Rethinking Leeds HS2 Station CONNECTING THE NORTHERN POWERHOUSE High Speed Rail for Leeds City Region - July chamber-view/ Extensive discussions with key stakeholders including; HS2 Ltd, Network Rail, Department for Transport, Members of Parliament, West Yorkshire Combined Authority Leeds City Council.

What we said An inter and intra-regional rail network could be developed for West Yorkshire, focussed on Leeds for connections to HS2 services

What we said To relieve present congestion, accommodate forecast growth and enable through HS2 classic-compatible and/or TransNorth services to operate effectively, additional tracks are required to the east of Leeds City station

West Yorkshire Metro? A network that could be delivered with a small number of key interventions alongside the HS2 and TransNorth proposals

Emerging station options

Finding the right station location Finding a route into Leeds was challenging HS2 Station proposal was based on: – Scope for South Bank regeneration – Walking distance to existing station – Shared forecourt to the north of the river Other approaches needed to be considered Interface with existing services and TransNorth Proposed improvements to services to Manchester suggested increased passenger traffic Wider connectivity, such as better access to Bradford, could create a truly super hub for the Leeds City Region

A super-hub station that works for the region region Access to HS2 station: -Car -Heavy rail -Bus -Walking (city centre) A new station needs to support all of these

Option 1-Eastern Approach New HS2 platforms on the southern side of the existing station, with an approach from the East along a new high speed viaduct through the heart of the city centre and an integrated passenger concourse Integrate within the existing station 5 x 400m platforms would occupy a large part of the station Capacity limited on eastern corridor

Option 2- Southern Approach New HS2 platforms at right angles to the southern side of the existing station, with an approach from the south as per initial plans and an integrated passenger concourse Improve connectivity Public realm to be considered Impact on river bank area

Option 3- Connecting to the Station New HS2 platforms south of the river with an approach from the south, requiring passengers to leave the station when changing from HS2 to classic services (New Lane Option) Extend existing concourse Connect existing and new platforms via walkway Create high quality public realm Longer walking distance

Agreed Principles That the existing station and the HS2 station should share a common concourse for passengers, to allow easy access between HS2 and other services. That concourse should have equally easy access to the city centre, the South Bank and the waterfront That the new combined station should have improved car and bus access, enabling it to become a properly integrated transport hub for the region That the new station should have sufficient capacity to allow for the anticipated two-thirds increase in traffic resulting from the Northern Powerhouse and HS3 initiatives That it should allow for through trains to enhance both the Northern Powerhouse rail plans as well as local services to the rest of the region That the design of the combined station should reflect the significance of its role and place not just for Leeds and Yorkshire, but as a major national landmark

Consensus City and Regional agreement

The Leeds solution- Option 2- Southern Approach New HS2 platforms at right angles to the southern side of the existing station, with an approach from the South and an integrated passenger concourse.
