What are TRIO Projects TRIO Projects are: 1.Local integrated system actions. The typology of the call let the launch of synergetic actions that aim to connect to a integrated model the actions for people under the measures of judicial authority at the metropolitan level (ex province of Milan). The first try to coordinate the interventions of three Local Health services ((LHS Milan, LHS Milan 1 and LHS Milan 2) through a unique coordination of the Private Social (A&I) before the Local Health Service reform. 2. Actions coordinating the Social Private. At the same time, TRIO projects are «coordination experiments» of a wide network of the Social private, which works for several years for the social inclusion of people under the measure of the judicial authority: A&I scs ONLUS, Consorzio Sociale CS&L, Comunità Nuova, Cooperative Sociale Comunità del Giambellino, Foundation Casa della carità, Consortium Mestieri, ARCI, Associaiont Il Girasole, Social cooperative Bivacco Servizi, Association Incontro e Presenza, Association CIAO, La Strada, Foundaion ERIS, Impronte di Libertà, Social cooperative ALICE, Social cooperative A77, ENAIP, Association Sesta Opera San Fedele, Foundation Caritas Ambrosiana, Association Bambini senza Sbarre, Comuni insieme, Social Cooperative Articolo 3, Social coopertive Officina Lavoro, Social cooperative Estia, Consorzio, Social cooperative Intrecci, Social cooperative Bivacco Servizi, Consortium SIS, Afol sud, Galdus, Association Opera liquida,, Foundation Padri Somaschi. 3. System activities with Institutions and Public Administration. Next to project partners there are Institutional individuals and local authorities that durably work on projects: Milan San Vittore District prison, Milan Opera House of Detention, Milan Bollate House of Detention, Milan and Lodi External penal execution office, city of Milan, city of Sesto San Giovanni, city of Cinisello Balsamo, city of Cologno Monzese, ASSEMI (South-east Milan social company), zoning maps of three Local Health Service 4. «Holistic» actions on beneficiaries. Through the Case Manager actions and thanks to previous experiences (see ARIA project and ex lr 8/05 projects) TRIO projects develop interventions which try to identify solutions to the multi-problematic conditions of the subjects, coordinating in a singular project, built individually, the themes of reception, internal detention, training and employment, social housing, psychological and educational support interventions specific for fragile cases.

What are TRIO projects From a technical point of view: 1.Different and coordinated intervention strategies:  1° Strategy: Continuity with network agents (since 2006), link actions with Consulate for the release of strangers, integrated portal with local services ( awareness activities and local services mapping.  2° Strategy 2: social inclusion actions for the targets of the TRIO projects: creation of personalized and synergic paths (case manager), activity of resources connection about the three TRIO (see housing), educational support, systems of work integration, awareness and cultural actions, public utility projects. Since July 2015 TRIO integrate preparatory internships.  3°Strategy: social housing actions (specific for «emergency situations» and “sex offenders”)  4° Strategy: actions oriented to particularly fragile targets: daycare centre organized by Milan Red Cross organization Opera, continual therapeutic activity for detainees with psychological fragility, laboratories set in Milan San Vittore district prison, social inclusion action for sex offenders. 2. Coordinated interventions of LHSs As seen in previous experiences (previous editions 8/05, ARIA Project) social inclusion of these typologies of target can not be realized without a common intervention on the various problems shown by beneficiaries (house, job, social accompaniment). In TRIO this synergy is guaranteed by case manager actions, also using the resources of the three TRIOs which focus on the three LHSs (about call, budget, etc.) 3. Integration with Local Services aiming to subsidiarity TRIO actions are conceived for the integration with existent local services without overlying them: this overlapping happens with PI and Pedagogic areas, with UEPE social assistants - who are involved in the institutional coordination of the offered actions - with the integration with local NIL-SIL-Celav (working integration services for disabled people) about the action of working insertion (also through agreements and specific documents) with specialized services ( SERT, NOA, CPS, etc.) (substance dependence service, alcoholic operative centre, psychological and social centre).

Focus: Network agents Since 2006 the TRIO requires the establishment of the professional figure of the Network Agent - inside the Pedagogical Offices – in each district prison of Milan; in total there are 13 Network Agents (4 in Milan San Vittore, 4 Milan Opera and 3 in Milan Bollate). In brief:  NA are educational figures who work inside district prisons and on the territory; they have to promote the link between the network set inside the district prison (pedagogical area, projects, and services of working, psychological, social, sanitary and emotional nature) also taking charge of specific situations, and the reality outside, with the aim to facilitate the involvement of the territory (social services, social private reality, institution promoting working support services, associations, social and sanitary facilities) in the path of social reintegration of the detainees.  ADR are present in the district prisons of Lombardia since 2006; the last call ex lr 8/05 (DGR 1104/13) obligates them to execute the 75% of the hours outside the district prison.

Focus: Network Agents 2 communal functions to ADR and TRIO are identified: Action 1: ‘close to release’ detainees  Facilitate the social inclusion path of the detainee who is close to release, through the collaboration of the Commission of Dimittendi of the prison (if present) and the local services which are interested in the detainee.  Individual taking charge for the creation of path for the local integration accompaniment.  Systematic action on territory for the research of local resources and the activation of new network of collaboration, especially for people who are reference less.  ‘Close to release’ group: a space for comparison and useful information on the themes concerning the path of the detainee from the inside to the outside of the prison. Action 2: foreign detainees  Activation of a specific local and institutional network (consulates, police headquarters, cultural associations, specific projects, the community of foreign people of a specific area) that can help the path of reconstruction of the migratory history of the detainee, that can facilitate the awareness of the permanence perspective at the end of the penalty and the surfacing of irregularities.  Migrants group: a space for comparison and awareness of the problems related to the condition of the migrants.  Individual taking charge and renewal of the residency permit and documents.  Accompaniment to expulsion and guided repatriation.  Cultural mediators.

Results of the first year of TRIO The first year runs from July 2014 to September In terms of content it is possible to observe: STRONG POINTS AND GOALS  Holistic intervention: beneficiary can find answers to his problematic situation in a unique coordinated system (reception, educational support, training, employment reinsertion support, social housing, psychological support, motivational laboratories)  Launch of a synergic local system: for the first time TRIO started a system action which tries to synchronize actions taken in the prison and the ones realized on the territory on order to facilitate he social inclusion of the people under the measure of judicial authority. (see municipality database, coordination for the recognition of schools for awareness action, protocol for the actions about employment like Celav and Afol Sud, ect.)  Metropolitan dimensions: through the case manager actions, it started the process of cross-over action of some kind of core actions of the project, in this way it is possible to create a system working on a metropolitan level upon the three LHSs of Milan (actions are the ones related to foreign people and managed by NA, employment actions, housing actions). This model avoids the inefficiency created by the system of taking charge only who is located in the area of competence of a specific LHS.  Local involvement: as compared with the previous experiences related to lr 8/05, this year real actions of territory involvement had started through awareness and the process of direct involvement of the local institutions in the management of the actions. This relocation of the hub of the actions at the halfway between the traditional user of resources ex lr 8/05 district prisons and territories where people are addressed helped the advancement of a shared mentality in which social inclusion is authority both of the community as a whole, of the penitentiary administration and of the social private.  systems intervene not only on a quantity level, but also on a quality level. (quantity is quality)

Results of the first year of TRIO The first year runs from July 2014 to September In terms of content it is possible to observe: LEVEL OF CRITICALITY AND WEAK POINTS  Improve integration with the system of employment integration. It is necessary to create a better coordination system. The individual project for social integration does not work if there is no coordination between the three areas HOUSE, WORK and SOCIAL INTEGRATION. Nowadays the TRIO projects can interact in the work area with the «doti» system, internships of dgr 2727 and the agreement with the territorial services as Celav, Sil and Nil.  Budget and actions are split among the three projects; this condition prevents the full integration. Will the ASL reforms be able to go over this?  Stay in a logic which doesn’t consider the network as a group of Institution, but as a personal acquisition of cooperatives; this logic can be passed by using instruments like the standard costs and the conventions (logic close to the «doti» system

The Futur Some indications emerged both before and after TRIO:  Above all the necessity, for this kind of intervention, of passing from a system of individual network projects to a system based on agreements between public subjects (Institutions, Local Organizations and Profit Enterprises) and Social Private Sector.  Experiment new models and test their efficiency in the medium and log term  Need to develop global interventions for people under measures of the judicial authority and involved in projects of social inclusion, trying to go over the logic of fragmentation  Develop projects which include all the different specializations (house, work and social integration)  Increase the occasions of comparison where the Social Private Sector can make available its operational expertise  Adapt the TRIO systems to the new typologies of penal execution (see probation), which consider prison as an «extrema ratio». They also need a more functional system, ready to develop individual projects of social integration for people under the measures of the judicial authority.
