How was it possible in the lack of consistent national urban policies? 1.Neighbourhood regeneration programs have been developed piece after piece within a city wide perspective 2. Local action has been based on a “Neighbourhood level Working Group” connected to multidisciplinary and multidepartmental work in the public administration 3. Social and Cultural activities have been developed at the local level with the perspective of setting neighbourhoods on a city stage
