11 Agencies shall not enter into contracts for commodities or services under s , F.S., unless the contractor and contractor’s subcontractors are registered and participating in a federal work authorization program as defined in the Bill. Withdrawn prior to introduction H 39 (Kravitz, et.al.)

12 Would establish a statewide goal for each state agency and political subdivision to award no less than 3-percent of spend for certain categories of services and commodities to disabled- veteran business enterprises. Certification by the Department of Management Services similar to OSD. –At least 51 percent owned by a disabled veteran; –Controlled and managed on a daily basis by one or more disabled veterans; –Having its home office located in the United States; and –Not a branch or subsidiary of another corporation, firm, or other business that is located outside the United States. 15 Establishes the Advisory Committee on State Procurement for the purpose of evaluating the state procurement process and to promote economy, efficiency and effectiveness in the procurement of goods, services and facilities. 19 Team 1 Updates Transportation & Energy Contract Activity –Fuel Card: exploring option to offer Fuel Card for rental vehicles. In discussions with DFS on that issue. (David Bennett ) –Medium & Heavy Trucks: awards posted in early March; expect new contract by the end of the month. Shortest available lead times are 90 days. (Christopher Walker ) Solicitations –Comprehensive Energy/ESCO: hope to launch ITN shortly. (David Bennett ) –Preparing recommendation for the Construction & Industrial Equipment contract. (Renew or re-solicit.) (Christopher Walker )

20 Team 1 Updates Transportation & Energy Pending Legislation: PCB ENRC 07-1 HB 271: relating to ESCO contracts. We’re monitoring with DMS Real Estate Management. –Adds “water & wastewater efficiency” to scope. –Expands timeframe for Consolidated Financing Deferred-Payment program (from 5 to 20 years) –Should clarify intent of original legislation and should ease review process at DFS. Fleet Contracts & Fuel Issues: –House Committees are investigating usage of Alternative Fuel Vehicles. State Purchasing and DMS Fleet staff have spoken to the House Committee on Audit & Performance and we’re monitoring activities in the House Committee on Energy. –Sets standards for state fleet biodiesel usage - “subject to availability”. Requires annual DMS report to Legislature.
