Collaboration Board Summary MICE CM 25 November 7, 2009

Norman McCubbin2 Towards the new MICE Project Board (MPB) Norman McCubbin Director, Particle Physics Department MICE Collaboration Meeting 6 November 2009

Norman McCubbin3 Old structure  The current Collaboration MICE Project Board (CMPB) monitors and controls –Progress against schedule –Financial progress –Risk –Scope change Fulfils the role of the “project board” as required by the STFC (exCCLRC) Corporate Project Management Handbook * and the STFC (exPPARC) project management process. Official forum for frank, constructive discussion between MICE project and STFC, in both its funding and its operational role. * 14 weeks on Times Best-Seller List!

Norman McCubbin4 Old structure: CMPB Membership  Alain Blondel, Geneva (Switzerland) (MICE)  David Findlay, STFC (ISIS)  Dan Kaplan, Illinois Institute of Technology (USA) (MICE)  Yoshitaka Kuno, Osaka (Japan) (MICE)  Ken Long, Imperial College (MICE)  Norman McCubbin, STFC (Chair)  Andy Nichols, STFC (MICE)  Maurizio Bonesini, INFN Pavia (Italy) (MICE)  Mike Poole, STFC (ASTeC)  Janet Seed, STFC (Project sponsor)  Mike Zisman, LBNL (USA) (MICE) In attendance:  Charlotte Jamieson, STFC

Norman McCubbin5  Over the last few months we have realised that the MICE- related committee structure, established before the merger of CCLRC and PPARC to form STFC, was not optimal for MICE in Steps II to VI, which includes major hardware contributions from the collaboration as a whole (not just UK).  Points to be addressed: –Avoid significant duplication between UK-specific PSAG and CMPB; –Recognise need for “independent” (of MICE and STFC) oversight of MICE as a whole. (UK Oversight Committee (OsC) has clear, specific UK focus, but is not set up to oversee project as a whole.) –Separate clearly this independent oversight from management of schedule, costs etc that are done within MICE itself. Towards new MICE Project Board (1)

Norman McCubbin6  After extensive discussion by CMPB and by MICE collaboration, we propose a new body: the MICE Project Board (MPB).  The MPB should act as an ‘oversight’ committee for the project as a whole, and report to the STFC Project Sponsor and to the FAC, replacing the report to FAC by the CMPB.  Membership: –Chair and at least 4 members to cover the following areas:  a cross-member from the UK OsC,  a cross-member from MCOG,  up to two external experts on RF, superconducting magnets, accelerator systems,  an external expert on project management, –STFC MICE project officer – ex-officio –representative of STFC Host Laboratory – ex-officio –MICE Spokesperson and Deputy: in attendance Towards new MICE Project Board (2)

Norman McCubbin7  Terms of Reference –To monitor progress of the MICE construction project and deliverables; –to advise on the progress towards the achievement of scientific objectives; –to monitor the management of the risks for the MICE construction project and deliverables; –to make reports to and to advise the Funding Agency Committee on progress in terms of risks, schedule, and costs, associated with the project and all its deliverables within the available resources; –to monitor the management of the project where appropriate –to report to the STFC Project Sponsor and the International Funding Agency Committee.  STFC Science Programme Office (Swindon) is now setting up the new MPB. Towards new MICE Project Board (3)

MICE – Snapshot of where we Are Spokesmouse -- decay solenoid now routine operation! -- infrastructure items enormous progress, still need PPS – some other worries -- target target in ISIS working ‘perfectly’ replica still not perfect -- results of Sep09 beam measurements running again! MUONS! beam loss up to 2V! ~40  ’s/spill/Volt still factor ~25 to go for stepV (was 500) -- spectrometer solenoid ran 90% current burned High Tc lead -> Apr10/Jul10 -- detectors and EMR all OK, TOF2 dec09 EMR in construction -> Jul10 -- RF cavity production 5 cavities by dec09 -- RF power source First 1MW power amplifier to be tested by Dec09 -- RF power infrastructure still tight MRI proposal: low level RF and piping -- Focus coils necessary modification spotted delivery May hydrogen absorber first absorber completed. LiH system progressing now -- Coupling coils large test coil complete fabrication delegated to Qi Huan (Beijing) Mucool CC end-2010 MICE Q3-Q ??? would be great to have these dates by the end of this CM25  not -- DAQ, monitoring software & analysis operational – still much to perfect! Mousepower welcome everywhere

Running MICE ~ Non stop from now to 15 August MOMs and shifters are doing a great job -- MOM rota for next year is nearly complete thanks! -- Will need also MOMs for long shut down. Less fun but less constraining. -- will need shifters as well. P. Kyberd will address request to collaboration. -- MICE Online Group: Graulich, Graulich, Leaver, Macwaters, Ellis, Hanlet, Coney. Warning that this is a crucial group (and will remain crucial!)

 MICE Schedule as of Sept 2009 Sep-Dec 2009 (running now) STEP I Q2/Q Q > 2011 STEP II STEP IV 2011 STEP V STEP VI  2013 STEP III/III.1 Run date:

Common Fund 2008/09:  From Common Fund agreement June CB Summary

Classification and estimate: 12 CB Summary

Spend to date: 13 CB Summary

New/Old MICE Members  Trieste and Como  Engineering effort liberated at UNIGE due to end of ATLAS  Within EMR effort - most scientist effort still in Como/Trieste  Yet COMO and TRIESTE are not formally part of collaboration.  This is an issue because Trieste funding request for building EMR was refused last year.  We learned at FAC that INFN funding could in principle be supporting CF.  Will try to resolve this in coming months CB Summary 14

TIARA:  EC FP7 Preparatory Phase proposal  Create distributed European network of infrastructures for accelerator R&D  WP8: Ionisation Cooling Test Facility  Proposal seeks resources to support: Sub-station upgrade Specification and detailed design of 201 MHz power distribution system in ICTF Hall for MICE Design of diacrode based 201 MHz higg-power amplifier 15 CB Summary

Associate institutes:  Associate institutes:  May not receive resources directly  Benefit is to demonstrate ‘user base’ for ICTF and strengthen proposed WP through support  Be great if MICE institutes would become associates: 16 CB Summary
