Consider how it can support/build on current local practice. Share existing LA guidance that supports schools to accurately identify pupils with SEN/AEN. Consider data and other information that LAs currently use to monitor the impact of delegated resources on progress towards the five outcomes for pupils with SEN/AEN.

© Crown copyright 2008 Slide 3 Why a Value for Money (VfM) Self-Evaluation Resource Pack? In 2007, 1.5m children were identified as having SEN in England – 19.2% of all pupils. In 2007, £2.5 billion was spent on delegated and retained SEN budgets. Schools determine the use of delegated SEN/AEN budgets, providing opportunities to use funding flexibly to be more effective. Many schools have developed holistic and strategic approaches to planning provision and monitoring impact – but these are not yet universal.

© Crown copyright 2008 Slide 4 The VfM resource pack for SEN/AEN aims to help schools to self-evaluate the impact of their SEN/AEN income and expenditure on outcomes for pupils using criteria. The current framework for school inspection includes judgements about whether: ‘financial resources made available to the school are managed efficiently’ and ‘how effectively and efficiently resources are deployed to achieve value for money’. © Crown copyright 2008 Slide 5 What’s in the SEN/AEN VfM Resource Pack? The resource pack will support schools, through self- evaluation, to use value for money principles in decision making about the use of resources and the impact on outcomes for pupils with SEN/AEN. The resource pack comprises: a simple self-assessment tool; explanatory background papers; good practice examples; links to relevant websites; case studies.
