The Publication Outline and define the various basic objects in cadastres and land registers Outline identification systems in use Discuss pros and cons of the current relevant legislation, systems and practises Make recommendations as far as possible Noting that transactions in real property are in rights - not in physical objects

Basic objects and sub-objects ”Basic” objects in Cadastres and land registers Identified Can be sold, mortgaged etc Carrier of information about the object –Boundaries, area, use, value, name of owner, easments, servitudes, etc ”Sub-objects” –Rigths on basic objects which are identified and can be transacted separatly (mortgages, lease rights, building rights, etc)

Basic objects - what –Surface parcels Freehold, leashold, common land, public land, etc –Apartments/sections of buildings –Strata titles – 3 D ”volumes” –Buildings – separate from the ”surface” land –Utilities

Spatial dimensions of cadastral objects The physical extent of cadastral objects Upwards – downwards Into the sea What is a ”parcel” ? Examples: One closed polygon, several closed polygons ? Having fixed/permanent surface and boundaries ? Having fixed boundaries at all ? What is a building ? Examples: Having four walls and a roof ? Can separate buildings be on top of each other ?

Identifiers Parcel ID ID of buildings, apartments, strata titles Addresses, road numbers, etc Co-ordinate reference points Different numbering systems Principles, recommendations Unique on national level, stable over time, contain no information, self explaining, easy to remember, etc
