What do I need to get before I can drive a vehicle?

GDL’s 3 Step System ●Special Learners Permit (16) or Examination Permit (17+) ●Probationary Drivers License (17+) ●Basic Drivers License (18+)

Stage 1 The Special Learner’s Permit Recommendations for Eligibility o16 years of age oParent/Guardian written consent oPass written and vision tests oComplete Behind-the-Wheel training through an approved program to receive a validated permit from MVC for at least 6 months of supervised driving This is called the Early Bird Road Licensing System

Stage 1 The Special Learner’s Permit Restrictions o No Driving between 11:01pm – 5:00am -Driving hours restricted from 5:01am – 11pm o NO Cell Phones or electronic devices o Supervised at all times by a licensed driver who is at least 21, and has had their license for at least 3 years. License must be from NJ. o Passengers are limited to any parent/guardian or dependent of the special learners permit AND One Additional Passenger. oDriver and all passengers are required to wear seat belts oMust display decals on license plates

Stage 2 Probationary License Recommendations for Eligibility o17 years of age oComplete at least 6 months of supervised driving oSuccessfully complete Stage 1 oPass Road Test prior to driving unsupervised

Stage 2 Probationary License Restrictions oComplete at least one year of unsupervised driving. o No Driving between 11:01pm – 5:00am -Driving hours restricted from 5:01am – 11pm o NO Cell Phones or electronic devices o Passengers are limited to dependents of the probationary license holder and one additional person, unless accompanied by a parent/guardian. oDriver and all passengers are required to wear seat belts oMust display decals on license plates

Violation of GDL Laws Violating any of the restrictions of the GDL Permit or Probationary License will result in a: $100 Fine for each penalty

Violation of GDL Laws During the probationary two year period after receiving a Special Learner or an Examination Permit, a motorist must enroll in a Probationary Driver Program when convicted of…. 2 or more moving violations that total 4 or more points

Stage 3 Basic Drivers License Recommendations for Eligibility o18 years of age oSuccessfully complete Stage 2 oGo to MVC for new license.

What if You Are 17? Examination Permit Recommendations for Eligibility o17 years of age oPass written and vision tests oGo to MVC for permit. No Behind the Wheel needed. oSame rules apply for the Probational License. oThis is called the Young Adult Road Licensing System

Examination Permit o No Driving between 11:01pm – 5:00am -Driving hours restricted from 5:01am – 11pm o NO Cell Phones or electronic devices oSupervised at all times by front seat adult who is a licensed driver who is at least 21, and has had their license for at least 3 years. License must be from NJ. o Passengers are limited to dependents of the permit holder and one additional person, unless accompanied by a parent/guardian. oPractice supervised driving for at least 6 months before taking a road test for the Probat. License. oGet your Probational License and practice unsupervised driving for 1 year. oDriver and all passengers are required to wear seat belts oMust display decals on license plates

What if You Are 21 or Older? Examination Permit Recommended Components oPractice supervised driving for at least 3 months (no restrictions) oPass road test oNO DRIVING HOUR RESTRICTIONS oGet your Provisional License and practice unsupervised driving for 1 year. (no restrictions)

Is it Really Working??? oAccording to the U.S. Department of Transportation: ▪In 2004, 14% of all drivers involved in fatal crashes were between the ages of 15 and 20. (3,620) ▪HOWEVER, this group represents only 6.6% of the driving population. ▪The #1 cause of death for year olds is related to driving collisions.

Is it Really Working??? ▪Most crashes caused by teens occur between the hours of 10:00 pm and midnight. ▪Although young drivers do only 20% of their driving at night, 50% of their fatalities occur at night. - National Transportation Safety Board - Insurance Information Institute

Is it Really Working??? o“A study released in July 2006 found that GDL programs can reduce the incidence of fatal crashes for 16-year old drivers by an average of 11%.” o“Every evaluation of a state’s GDL system has identified crash reductions, some as high as 60%.”

So What is the Purpose??? o“A teen with a new driver’s license needs time and guidance to gain driving experience and skills in reduced-risk settings.” With the GDL System… oThe introduction to driving privileges is gradual, so that new drivers can obtain sufficient instruction and driving experience.
