2 What does GDL stand for? Graduated Drivers License

3 GDL 2001 NJ started the GDL GDL places restrictions on first time drivers and must be strictly adhered to. Failure to do so may result in a fine of $100 or possible suspension of a motorist’s driving privilege. pg. 16

4 Why do we have the GDL?

5 First time drivers If you are under 21 years old or have never had a driver license, New Jersey requires that you complete a period of supervised driving before getting a basic driver license. MVC's Graduated Driver License (GDL) program introduces driving privileges in phases.

6 There are three options to complete the program:
The Early Bird Road- 16yrs The Young Adult Road- 17yrs The Adult Road- 21 or older Each option has different steps ,but upon completion of all steps, drivers are awarded an unrestricted basic driver license

7 For drivers ages 16 and up, MVC offers a three-step process:
1. Student learner's permit (minimum six months of supervised driving) pg. 17 2. Probationary license (minimum one year of restricted but unsupervised driving) 3. Basic driver license (must be 18 years old)

8 To drive at 16yr you MUST go to a BEHIND THE WHEEL school
BTW- must be 16 yrs. old Licensed driving school 6 hours of driving Learn to drive, park, k turn and reverse in straight line Have permit validated Date for driving test Only way to get permit at 16yrs.

9 Getting a student learner's permit at 16yr (step one)
Visit an MVC Agency with a licensed driving instructor Pass the knowledge test- 50 questions. Score at least an Pass the vision test Bring a primary 4-point ID (civil birth certificate, US Passport, US Department of State birth certificate, US adoption papers, certificate of naturalization or certificate of citizenship)

10 Show proof of enrollment in a driver training course
Present a signed letter with parental or guardian consent Pay fee $10.00 Permits are valid for two years and must be carried when operating a vehicle If your permit is lost or stolen, you must request a duplicate. Duplicates must be obtained by the driving school

11 Practice supervised driving for at least six months
You must observe the following restrictions during the supervised driving period: pg. 20 Display a reflector red decal on each license plate decals available at motor vehicle agencies, $4 per pair No driving after 11:01 p.m. and before 5:00 a.m.

12 You must be accompanied in the front seat by an adult supervising driver who is at least 21 years of age and who possesses a valid New Jersey driver license and has a minimum of three years driving experience Passengers are limited to any Parent, guardian or dependent of the special permit holder and one additional passenger.. A dependent is a permit or probationary driver's child, not siblings You can't use cell phones, hand held video games or any other hands-free interactive, wireless communication device Seat belts must be worn at all times

13 Get a probationary license (step 2)
You must be at least 17 years of age Complete the supervised driving period -6 months Pass the 6 Point ID Verification Pass MVC's road test You must return after one year from date of issue to get a basic driver license

14 Practice unsupervised driving for at least one year
Display a reflector red decal No driving after 11:01 p.m. and before 5:00 a.m. Parent(s), guardian(s) or dependent(s) are allowed as passengers. A dependent is a permit or probationary driver's child, not siblings Only one additional passenger is allowed unless accompanied by a parent or guardian You can't use cell phones, hand held video games or any other hands-free interactive, wireless communication device Seat belts must be worn at all times May not plea-bargain a point carrying offense

15 “Plea down” GDL holders cannot "plea down" to "no point" offenses
. If a GDL holder accumulates three or more penalty points, they have to complete a driver improvement program. If they fail to complete this program, or if they accumulate additional points, it will result in suspension and postponement of their eligibility to obtain a probationary (if in the permit phase) or basic license (if in the probationary phase). Violations may incur legal fees and/or higher insurance rates. This can cost thousands of dollars.

16 Get a basic driver license (step 3)
You must be at least 18 years old Complete the unsupervised driving period 1 Year Go to any MVC Agency with your provisional license and other documents to pass the 6 Point ID Verification Pay $24 license fee

insurance card registration card *Motorist who changes addresses have 1 week to report to MVC *Motorist who changed their names have 2 weeks to report to MVC *Out of state drivers have 60 days to change to a NJ license
