ERA-NET Briefing Event – 1 December DemoWind 2 – Background Offshore wind is a key low-carbon technology for Europe: it can address all three aspects of the energy trilemma: – Security; – Affordability; – Sustainability.

ERA-NET Briefing Event – 1 December DemoWind 2 – Background The aim of DemoWind 2 is to deliver a jointly funded programme of transnational offshore wind technology demonstration projects which will lead to cost reduction in offshore wind energy and so support greater or faster deployment of offshore wind in Europe to contribute to the European Union’s climate change targets.

ERA-NET Briefing Event – 1 December DemoWind 2 – Overview DemoWind is the European Research Area Network (ERA-NET) Cofund for Offshore Wind Demonstration, part funded by the European Union’s Horizon 2020 programme. DemoWind brings together European R&D funding organisations from 6 countries: Belgium (Flanders region), Denmark, Netherlands, Norway, Spain and the UK. DemoWind aims to support the development and demonstration of innovative technologies which can reduce the cost of offshore wind energy.

ERA-NET Briefing Event – 1 December DemoWind 2 – Overview DemoWind will be looking for collaborative multi-national, industry-led demonstration projects which are expected to deliver: – Excellence; – Impact – including cost reduction and benefits to the European offshore wind industry; and – High quality, efficient implementation.

ERA-NET Briefing Event – 1 December DemoWind 2 – Overview – Funding Arrangements Potential total public sector budget, including funding from the European Union, of up to €24m. (N.B. Although part of DemoWind, Norway is not a funding partner in the DemoWind 2 Joint Call 2016.) National programme budgets are mainly allocated to national project participants, e.g. UK budget is applied to UK participants. Different funding agencies will contribute different budget amounts. Project teams must provide ‘match’ funding – the amount of funding to be provided by each project partner will depend on their status (e.g. company, research organisation) and size.

ERA-NET Briefing Event – 1 December DemoWind 2 – Overview – Scope Projects must be within the scope of the DemoWind call in terms of: – Focus on cost reduction; – Technology area; – Technology readiness level; – Timing; and – Transnational collaboration. More detailed eligibility criteria and national/regional requirements will be set out in the Joint Call document. The following pages set out the criteria used in the initial DemoWind Joint Call – similar criteria are expected for DemoWind 2.

ERA-NET Briefing Event – 1 December DemoWind 2 – Overview – Scope Scope 1: Focus on Cost Reduction (Draft) Projects must provide evidence to show how the innovation(s) to be developed and demonstrated will lead to reduction in the cost of offshore wind energy. Scope 2: Technology Areas (Draft) DemoWind 2 is expected to support innovation in one or more the following technology areas: Turbine components; Floating offshore turbines; Foundation structures; Electrical networks/multi terminal DC networks; Large Met-Ocean database (e.g. measurement techniques for collecting large Met-Ocean data); Installation and decommissioning practices; Operations and maintenance.

ERA-NET Briefing Event – 1 December DemoWind 2 – Overview – Scope Scope 3: Technology Readiness Level, TRL (Draft) By the end of the DemoWind 2 project, supported technologies are expected to have advanced to one of the following TRLs: – TRL6: System or subsystem model or prototype demonstration in a relevant environment; – TRL7: System prototype demonstration in an operational environment. Scope 4: Timing (Draft) All projects will need to present a clear case with evidence to show that they will be completed within the DemoWind 2 funding timeframe, i.e. all DemoWind 2 projects must be constructed and commissioned by end December 2019 and projects must be fully completed – including all reporting requirements - by 30 June 2020.

ERA-NET Briefing Event – 1 December DemoWind 2 – Overview – Scope Scope 5: Trans-National Collaboration (Draft) All projects must involve at least two separate private sector organisations from at least two of the five DemoWind partner countries/regions which are providing funding for the Joint Call, ie. Belgium (Flanders region), Denmark, Netherlands, Spain and the UK. All bidding consortia are encouraged to go beyond these minimum requirements and the degree of trans-national collaboration will be part of the assessment criteria. Consortia can include organisations from countries which are not participating in theDemoWind but these organisations must provide their own funding (they will not be eligible to receive DemoWind call funding). There is no maximum number of partners: the consortium size for any DemoWind project should be suitable for the level and complexity of the project.

ERA-NET Briefing Event – 1 December DemoWind 2 – Overview – Application Process The application process is in two stages: Stage 1 (outline) proposal and Stage 2 (full) proposal. All proposals will be submitted online via the electronic submission system on the DemoWind website ( Project coordinators will need to register on the DemoWind website before they can submit a project proposal. Project partners may also need to submit additional information to their national/regional funding organisations in time for the main Stage 1 and Stage 2 proposal deadline. All project participants should contact their relevant national funding agency before participating in a project proposal.
