The ATO Mission Deliver the high-quality air traffic services that our customers want Provide safe, secure and cost-effective air traffic services that our owners expect, now and into the future Create a professional workplace for our employees to excel and be innovative, fostering enthusiasm and pride for our vision and the services we provide Be accountable for our performance in providing air traffic services, with clear and specific goals linked to our customers, owners and employees

Why did we change? Mandate from Congress to change to a performance based organization Historic program cost over runs and poor fiscal discipline Respond to changes in the industry and national priorities Improve the efficiency and effectiveness in how we use resources Implement fiscal discipline Meet increasing industry demands in the light of shrinking resources Focus on core services

Why this structure? Align the organization around our core functions Align our cost around the services we provide Increase effectiveness and eliminate or reduce redundancies on all levels Create a more responsive organization and increase management effectiveness

Align facilities with their service units Reduce layers of management to create a more responsive organization Move management closer to the service delivery point Build a foundation for future cost management Decentralize decision making and financial accountability Why this structure? Technical Operations

New leadership based on corporate decision making Fiscal discipline based on Cost Accounting principles Fiscal transparency and accountability Services are aligned around services provided Performance is based on results over process What is going to be different?

How is this better? Provides the ability to put the right people in the right place at the right time. Helps get decisions made based on corporate-like priorities Increases the integrity of the budgeting process Restores credibility with Congress and ensures our viability as a government agency

Western Service Area Overview Engineering Services: Engineering/Design & NAS Implementation Mission Support: Program Management & Administration Technical Services: NAS Services & Core Business Safety Management/Quality Assurance: Safety Management, Quality Assurance & Compliance

Pacific Islands Program HIP SMO will still be focal Engineering Services, Mission Support and Technical Services will collectively support the NAS throughout the Pacific We will continue to make advancements in the NAS and provide cost effective, state-of-the art services and systems.
