2. SHEC-System Definition & Background 1.SHEC – Definition What does SHEC mean? S = Safety H = Health E = Environment C = Community

2. SHEC-System Definition & Background 2. SHEC – Background The way to implement a SHEC-System is to put special focus on: - Plant - People - Procedures People ProceduresPlant No accidents today! How to train our people right to make them capable of managing the system of high potential hazards?

3. SHEC-System Closing the Gap & Means of Approach How to close the gap and what are the right means to approach our people? Siegmund Freud Alfred Nobel The “real” world

4. SHEC-System Culture & Leadership It is the culture….. …which is important to build up an environment of trust. The fish rots from the head down!

Skills Attitude Knowledge BEHAVIOUR With the right culture and good understanding of the safety philosophy, a corporation will be capable of permanently improving. The following key points are decisive for maintaining an explosives manufacturing plant in future: - To work safe - To further develop staff’s skills and knowledge - To grow further - To generate profits. 4. SHEC-System Culture & Leadership

5. SHEC-Training Systems 4.1 The following national legal requirements are decisive in the European Community: - Chemical Law - Works Law - Environmental Law - Explosives Law 4.2 Company specific rules are: - Company Philosophy - Model Procedures - Tools - Training Systems §

8. SHEC-Training - Leadership Required tools are: - Leadership - Walking Arounds - Talk to the people - Control and - Explain - Cross communication Communication

8. SHEC-Training - Leadership …if rules and tools are not followed or applied appropriately, ZERO tolerance is mandatory for staff members who do not like to listen and who are reluctant to understand (= “trouble makers”). However, the other staff will be informed afterwards about the reasons and why the management decided to act that way in order to avoid any worriedness or confusion within the workforce. Apart from their professional qualifications and skills, it is indispensable that our managers possess the social competency for leadership. An environment of trust is vital BUT… Zero Tolerance

9. Conclusion It is an art in explosives manufacturing, to accommodate an appropriate balance between theory and practice. It is a matter of monitoring and disciplining, and sometimes there is no other way than sanctioning and practicing zero tolerance.
