Launch the Population Tool Click the large “Launch Population Tool” button to being using the tool:

Population Tool Requirements Electronic maps of the water supplier’s service area or public water system boundaries These maps must be in KML format. KML files can be created using a number of tools such as Google Earth, CDPH's Water Boundary Tool (WBT), or contact your DWR Regional Office. If boundaries are in shapefile format, they must first be converted to KML format. These KML files must reflect the boundaries for 1990, 2000, and 2010. If the boundaries have changed over the course of the above years, more than one KML file must be uploaded.

Population Tool Requirements The number of active residential connections in 1990, 2000, 2010 and 2015 (at a minimum). For more precise population information, provide the number of residential connections for each year in the baseline periods and in 2015. For the most precise population information, provide the number of single family connections and number of multi-family connections for each baseline year and for 2015.

Population Tool Requirements These requirements are also displayed when you launch the tool:

Finding your Water Supplier The first time you access the tool, a search pop-up instructs you to search for your Water Supplier. Enter a partial name to search, and click the correct result. If you are having difficulty finding you supplier, try variations on the name, or contact the WUEdata Help Desk.

Launch Using Water Supplier If the Water Supplier is not linked to another user, users can now launch the tool using the selected supplier by clicking “Use This Supplier”: If the Water Supplier is already linked to another user, DWR Staff will review and authorize the request. Users will be notified by email when their account has been authorized.

Select Boundary Type The Population Tool can be run using two different boundary methods: Service Area Boundary Choose this option if your KML boundaries represent the entire service area for your Water Supplier, encompassing one or more Public Water Systems. Public Water System Boundaries Choose this option if your KML boundaries represent individual Public Water System boundaries.

Linking Public Water Systems The “Public Water System Boundaries” method requires users to search for PWSs for their water supplier. Searches can be performed by PWS ID, partial name, or partial address. Click the correct result to link it to the water supplier:

Uploading Boundaries After choosing a Public Water System, users are asked to upload an applicable KML boundary: KML files must be saved locally on the user’s machine.

Uploading Boundaries The resulting screen displays a list of uploaded KML files for this Public Water System: By default, the initial uploaded boundary will be used for all census years. If the boundary for a Public Water System has changed over time, additional boundaries can be uploaded by clicking the “Upload Additional Boundaries…” button.

Uploading Boundaries In the example below, 3 boundaries have been uploaded. \ The “Applicable Census Year(s)” radio buttons allow users to specify which boundaries are applicable for which years. After uploading the applicable boundaries, users click the “Next” button at the top to continue.

Selecting Linked PWSs The resulting screen displays the Public Water Systems linked to this Water Supplier, and shows that boundaries are associated with all 3 census years: Additional Public Water Systems can be linked to this Water Supplier using the “Add Public Water System” button. To use the selected Public Water Systems with the Population, the user clicks the “Next” button.
