December , the MRC Navigation Programme conducted ‘Phase 1: Risk Analysis of the Carriage, Handling and Storage of Dangerous Goods’ in each of the MRC Member Countries: Cambodia, Lao PDR, Thailand and Viet Nam. The objective of Phase 1 was to identify and determine the magnitude of risks associated with the carriage, handling and storage of dangerous goods along the Mekong River and determine the prevention and mitigation measures required to manage the risks Background

1. Background (Cont.) The outcome of PHASE 1: Volume I - Risk Analysis Volume II - Recommendations. Pilot Project at Chiang Saen Commercial Port (CSCP) Training relevant stakeholders at CSCP and Lao PDR counterparts. The outcomes provide a useful framework to ensure the balance between inland water transport and environmental protection can be achieved in an economically feasible way. 4

9 1.Consolidate the recommendations and priority areas identified in Phase 1: “Risk Analysis- Carriage, Handling and Storage of Dangerous Goods” to determine how the recommendations can be implemented by MRC Member Countries, national line agencies, private sector and other development partners. 2.Develop cross border and national projects plans detailing the priorities, short, medium and long term actions, costs and resources required for design and implementation of future projects. 3. Phase 2 - Objectives

10 3.Prepare a Regional Action Plan with identified projects and an implementation strategy that determines how the national and regional project plans can be implemented. 4.Present and discuss the Regional Action Plan at regional workshop and have it approved and ready for implementation. 5.Publish and distribute to Member Countries and development partners. 3. 23 Ports, terminals and vessels are recognized to generate solid and liquid wastes - both non-hazardous and hazardous waste. Solid and liquid waste generated from these sources are often not separated. 7. Why do we need to Implement Regional Action Plan ? (Cont.)

24 There is a need for efficient waste management in river ports and terminals to prevent that waste generated on-board vessels and in ports and terminals are discharged into the Mekong River and having a negative impact on water quality, fish and aquatic organisms. 7. 26 The increasing transport of petroleum products and other dangerous goods on the Mekong River is an environmentally sound form of transport. However, it can also have a negative impact on the environment and increase the risk of operations, if not performed according to national and international standards and regulations. This can result in accidents such as fires and explosion as well as spillages. Therefore, implementation of the RAP has to be supported through a strong commitment from MRC Member countries. 8.
