Tun-Chi Yang Assistant Engineer Tun-Chi Yang Assistant Engineer 2015 APEC Typhoon Symposium River Dredging and Sediment Management after Typhoon Morakot MOE A Ministry of Economic Affairs

11 outline 1 、 Problem description 2 、 Solutions 3 、 Achievements MOE A MOEA WRA  Sediment disaster  Management problems  4 solutions  4 achievements

MOEA WRA 2 Landslides and collapses in the watershed has caused sediment disasters. MOE A 2  Sediment disaster 921 earthquake Climate change Typhoon Morakot Unsteady soil layer Concentrated Rainfall Landslide & collapse Problem description Sand pumper ships caused holes everywhere in the river.

3 There is excess sediment that must be dredged. The pollution and traffic problems caused by the trucks from the dredging site. Problems must be solved : No one is willing to deal with dredging engineering.  Management problem Incomplete policies Lack of technology management systems Pollution and traffic problems Judicial authorities doubt WRA Protests by local residents Illegal excavating crimes MOE A MOEA WRA

4Solutions (2)Improve the dredging policy (1)Increase cooperation among government units (3)Develop new technology systems (4)Prevent pollution (i)Digital Dredging Management System(DDMS) –(point) (ii)The central remote monitoring system-(line) (iii)Satellite remote sensing images-(surface) MOEA WRA MOE A

5 (1)Increase cooperation among government units Simplifed the administrative process basins rivers bridges slop lands creeks reservoirswatersheds Implement the project of dredging for the entire basin Offer sediment for public engineering Before After Speed up MOE A

(2)Improve the dredging policy by one contractor (early) (early) 6 1.excavation2.sale 3.monitoring MOE A MOEA WRA 2006 More than three firms (now) (now) The quantity of sediment for sale is measurable now. Active manageme nt weighbridge

7 (3)Develop new technology systems 7 Mobile monitoring station monitoring station point-dredging site management line-monitoring along the entrance of the river surface-monitoring in the river region dredging site Prevent illegal activities MOE A satellite remote closed circuit television, CCTV weighbridge

MOEA WRA 8 Dredging site (i)Digital Dredging Management System(DDMS) –(point) internet APP mobile office picture 、 image 、 amount MOE A Information integration weighbridge site

MOEA WRA 9 Exit The excavation amount and images are recorded individually. 9 MOE A Entry Entry timeExit time Entry weight Delivery weight(ton) Exit weight 2nd 3rd 4th 5th 6th 7th 8th 9th 1st 10th River Management Office(1st to 10th) Dredging statistic display module

10 The new efficient monitoring system helps reduce the necessary manpower. Detect Automatically internet Double- checked by a live person Local security deliver respond Mobile monitoring station (ii)The central remote monitoring system-(line) MOE A MOEA WRA 24 hour video surveillance efficient

11 Date location Truck driving in with garbage  The investigation results and photographs were uploaded and integrated into the web-based system. entryexit MOE A MOEA WRA trigger Stop illegal quarrying and garbage dumping.

Before (iii)Satellite remote sensing images on monitoring the river –(surface) River area :  Too vast to patrol  Too remote to locate Satellite remote sensing images Illegal excavation area is 100 m 2, amount is 200 m Field investigation MOE A MOEA WRA  A wide range of detection.  Regular detection in the change spots (every 2 weeks)  The change spots will be delivered to the security via digital system. After Wide range

13 (4)Prevent pollution Sprinkler Truck washer Anti-dust mesh MOEA WRA environmentally-friendly MOE A Specially- designed road in the river area

MOEA WRA (1)The average annual dredging amount is 3.14 times greater after Typhoon Morakot  2009~now (2015) total dredging amount 3.99 hundred million m 3 (2009) 14Achievement MOE A 206 times 12 times

15 Information is from Bureau Of Mines. (2)The ratio of the sediment used for construction to the total supply increased from 44% to 60% after Typhoon Morakot. average=5,887 MOE A MOEA WRA Import Land sediment The ratio of sediment total (10 4 m 3 ) (2009)

16 (3)The price of the end product has stabilized and now fluctuates only 3.5% after (元)(元) Raw material is referred to the sediment excavated by WRA dredging engineering. ( 元 /m 3 ) MOE A MOEA WRA Raw material price The End product price (NT/m 3 ) 2004~2015 raw material price vs. the end product price Typhoon Morakot Stable price Information of The End product price is from Bureau Of Mines.

17 (4)The profit from selling sediment which improves rivers and financially helps local communities. Provide 1.43 billion NT dollars for over 30 small towns. Emergency flood protection Donate to students that need money for their lunch River and drainage improvement Childbirth Subsidy River environment improvement MOEA WRA Improve rivers MOE A Public roads improvement Public welfare

18 Conclusion MOE A ~Thank you for your attention~ We had problems of severe sediment disaster, excess sediment that must be dredged, no one is willing to deal with dredging engineering, and the protests by local residents. Nevertheless, we not only cleaned out a lot of sediment for flood protection but also achieved the benefit of economic and public welfare by cooperating with other government units, improving policies, developing new technology systems, and preventing pollution. We look forward to building a better environment.
