M & E Working Group Update to NACSO September 2002

M & E WG Terms of Reference Focus primarily national level monitoring Mechanism to track the impact of interventions Some members to work with TWG to tackle systems for M & E at conservancy level. Support performance monitoring by TWGs

TOR contd… Provide framework for planning and reporting of TWGs Collate/analyse data and from each TWG via NACSO Establish national level systems based on the indicators identified by each TWG Not monitoring individual NACSO members activities.

Purpose of the M & E WG “To Develop and implement an impact monitoring and evaluation system for the national CBNRM programme (NACSO).”

Consultancy TOR Objective 1: To facilitate the design of national level performance and impact M & E systems, with NACSO partners, The system will be relevant and institutionally, technically and financially feasible for the Namibian context. It will incorporate work done to date and be a fully participatory process.

Objective 2: To facilitate the design of a project performance monitoring system specifically for the World Bank funded “Integrated Ecosystems Management in Namibia through the National Conservancy Network Project” (IEM) in close working with NACSO partners (and the above mentioned group). This should as far as possible be based on the above system and/or become a sub-set of the national and the local level system.

Objective 3: To compile an M & E manual of procedures, based on NACSO and the IEM project systems, which will form part of the Project Implementation Manual (PIM) for the IEM project appraisal by the World Bank in November 2002.

Objective 4: To strengthen the capacity of NACSO partners, and in particular those directly involved in the design and implementation of M & E, in monitoring and evaluation practices and methodologies.
