Everglades Plan A Plan to achieve long-term water quality goals was submitted in December 2003 to FDEP Enhancements to STAs Expanded BMPs in EAA and other basins Integration with CERP projects Strength of Plan is adaptive management; acknowledged there would be revisions based on new science and other information. A Plan to achieve long-term water quality goals was submitted in December 2003 to FDEP Enhancements to STAs Expanded BMPs in EAA and other basins Integration with CERP projects Strength of Plan is adaptive management; acknowledged there would be revisions based on new science and other information.

Basis of Proposed Revisions 1. Additional land available for expanded treatment areas 2. Updated STA information 3. Addition of recreational facilities to STAs 1. Additional land available for expanded treatment areas 2. Updated STA information 3. Addition of recreational facilities to STAs

Additional land available for expanded treatment areas Storage requirements of EAA Reservoir can be met using just Compartment A Proposal is to construct treatment areas on Compartments B and C Storage requirements of EAA Reservoir can be met using just Compartment A Proposal is to construct treatment areas on Compartments B and C

2,015-acre expansion of STA-2 by 12/31/06 if possible Additional 7,575 acres as treatment area by 12/31/2008 if possible Conceptual Schematic for Compartment B Treatment Areas

Conceptual Schematic for Compartment C Treatment Areas 2,560 acre expansion of STA-5 by 12/31/06 if possible Additional 6,240 acres as treatment area by 12/2008 if possible

Primary objective: Redistribute STA inflow volumes and loads to optimize phosphorus removal Additionally: Determine the optimal configuration of STAs on Compartments B and C Help synchronize the operation of the EAA reservoirs and the STAs Evaluate other regional alternatives if needed to achieve water quality goals Primary objective: Redistribute STA inflow volumes and loads to optimize phosphorus removal Additionally: Determine the optimal configuration of STAs on Compartments B and C Help synchronize the operation of the EAA reservoirs and the STAs Evaluate other regional alternatives if needed to achieve water quality goals Regional Feasibility Study

Public recreational access and use Addition of facilities to STAs consistent with the recently-adopted District policy Parking, kiosks, boat ramps in exterior canals, signage, fencing, public education, maintenance, etc. Addition of facilities to STAs consistent with the recently-adopted District policy Parking, kiosks, boat ramps in exterior canals, signage, fencing, public education, maintenance, etc.

STA-1E Enhancements Vegetation conversion underway (no change) PSTA demo moved to cells 1 & 2 Public access facilities

STA-1W Enhancements No change to vegetation conversion and compartment- alization Public access facilities Additional replacement of interior structures Additional structures

Schematic of Enhanced STA-2 STA-2 Enhancements Expansion of treatment area Vegetation conversion and compartmentaliz- ation after new Cell 4 Public access facilities

No revision to vegetation conversion and compartmentliz- ation Public access facilities STA-3/4 Enhancements

Expansion of treatment area No change to vegetation conversion Removal of flow obstructions Delete one seepage pump station no longer needed due to new third flow-way Public access facilities STA-5 Enhancements

STA-6 Enhancements Public access facilities Construction of enhancements after flow- through of new Cell 4 Evaluating necessity of enhancements considering full build-out of Compartment C

Summary Strength of Plan is adaptive management Revisions being proposed include: 1. Expanded treatment areas 2. Updated STA information 3. Addition of recreational facilities to STAs Expanding treatment areas in EAA by 40% to take advantage of additional land Will enhance ability to meet Everglades water quality goals Strength of Plan is adaptive management Revisions being proposed include: 1.
