INTEGRATED DECLARATION Submission of data at one entry point  Information contained in Customs declarations will be re-used by PGAs.  Formats for import and export declarations will be updated with additional requirements.  NSW Data Set - data will be filed at a single point (ICEGATE) as an ‘integrated declaration’.  Trade does not have to approach different agencies and file different forms/ checklists. Separate applications will be dispensed with.  Will cover clearance-related applications, declarations of PGAs.  Not an application for a license or permit.

AUTOMATED ROUTING Upon filing, declarations will be routed automatically to concerned agencies Presently, it is based on CCRs and a manual decision of the Customs officers  Concerned agency will process declarations on ICES module, OR  Transfer of required data to PGAs own system  Will be managed by the “PGA corridor”, as part of the Risk Management System Receive Route Process Respond

INTEGRATED RISK ASSESSMENT  PGAs will implement risk-based intervention  Develop selectivity criteria  Examination &/or testing – random &/or %  Automatic determination  Integrate with Risk Management System  Selective intervention leads to faster clearance

ONLINE CLEARANCES Importer/Exporter will receive clearances online  ICES will collate all agency clearances and provide final release to trader  Agency will deliver online response/ clearance message to Customs via ICEGATE or  Agency will enter NOC/Permits into ICES application  Custodian will receive Out of Charge Message electronocally ONLINE CLEARANCES

PAPERLESS PROCESSES Trader will submit supporting documents digitally:  Importer/exporter/CHA can scan, digitally sign and upload supporting documents  Includes invoices, packing lists, licenses, certificates, permits etc issued by other government agencies  Pdfs or scanned images of supporting documents to be accessed via hyperlinks in Customs Declaration  Supporting documents to be dematerialized progressively  Routine printouts at Customs to be eliminated  Electronic Let Export order and Out of Charge to be issued with digital signatures Copyright creative commons

AUTOMATIC LICENSE VERIFICATION Applies : For all Licenses/ Permits/Certificates that are issued electronically Referred to as a ‘supporting document’ Accessible by ICES/ ICEGATE Document issuer transmits data to ICES or permits online access to its database. Verification points: Document Number Beneficiary Party Issuing agency Issue Date Validity Date Note: Customs is not involved in the issue of licenses permits and certificates.

EVENT NOTIFICATION, TRACKING & SCHEDULING Trade to receive integrated status notifications for regulatory and logistics events  Source systems of Customs, other agencies, Custodians, ports etc ‘push’ update notifications to a common platform  Platform publishes - trade and transport actors subscribe to notification updates  Platform also receives tracking facilities for vessels, trains, vehicles, containers  GPS & RFID based tracking services and sensor inputs to be integrated into the platform  Notified events to trigger the next activity.
