5 Problems associated with the current Export Procedure  Submission of manual CusDecs (Hard copies).  Wharf clerk has to come to the unit.  Blend sheet is in a separate system.  CDN is not automated.  Export cargo movement is not automated.  Export release not done in time.  Backlogs in VAT refunds.

11 You are very important to us…  Exporters, contribute heavily towards the economy of the country.  Therefore, when introducing a new export procedure however good it may be, it has to be a very systematic, very smooth operation.  And the new procedure should in no way hinder the exporters in anyway. 

12 Implementation challenges  Moving from Asy++ to Asycuda world (94 for 17 years).  Hardware and software challenges.  Legal challenges (Doing away with warrant copy/statistical copy, going paperless).  Infrastructure challenges. (Temporary server room.)  Familiarization challenges. (eg. Training)  Introducing new operations, eg. Blend sheet, e-CDN, e- shipping notes.  Automating the new system to different export offices.  BOI exports and customs, we are unable to automated all exports. We have to introduce new system phase by phase because, it has to be a very smooth transition.

14 Points to remember  Moving to the new system has to be a very smooth procedure.  It should not hinder the exports in anyway.  Therefore, this procedure will be done in several phases in a reasonable time frame.

16 AW Implementation Just replace, Asy++ at customs exports with asycuda world, only limited to current operations. Why not all operations, why not all offices? Eg. You don’t care what our system is, but you care about your export cargo and money. You don’t ready to delay your cargo for days. From our side we are unable to handle many implementation problems. As I explained before this implementation should be done stage by stage in a manageable way. On 01/03/2012, no chages from your side, only computer system at customs will be changed to ASYCUDA World. So the changles only limited to Customs.

17 DTI Implementation DATE: 15/03/2012  Traders will be connect to the AW system via the internet and lodge their CusDecs.  We are in a process of purchase necessary hardware & network requirements.  Got to protect your information and our system.  We have to train you.

21 Blendsheet implementation Date : 30/03/2012  Software developments.  Procedure had to be finalized with tea board.  Tea board had to be provided necessary reports.  Tea exporters should be able to obtain their reports from ASYCUA World system related to CusDec and blend sheet.  Training to tea board officers and trade.

22 E-CDN implementation Date: 30/04/2012???  Pre-requisite - All exports should be automated with ASYCUDA World system.  This includes the BOI exports.  Traders will submit e-CDNs after e-Cusdec approved by customs.

23 Export Release & Shipping note Date:7/05/2012  Export release will be done at boat note office.  Amendments for short shipments should be updated to the system by Customs  Export release only after amendments for short shipped cargo.

24 CusDec charges Australia 4950/= rupees. Kenya3650/= rupees. Sri Lanka 250/= rupees. Imposed in 1994, 17 years ago. Software, hardware, license fees etc.
