Mass Casualty Incident Patient Tracking (MCI PT) Knox County Health Department Knoxville, Tennessee

Scope of Project Implement a software system that included both fixed and mobile equipment to facilitate the effective tracking of patients from a mass casualty incident (MCI) or event until disposition at the treatment facility. Project includes two phases: Pre-hospital and hospital

Overview Central Server-Internet Data Center Dell Power edge 2850 Server Windows 2003 Server with Raid 1 configuration EMSware Enterprise Edition with MS SQL 2000 Server Registered Domain, Secure site requiring authentication MCI Equipment Laptops, Handhelds, wireless access points Transmits data from handheld to laptop to internet data center in real-time via wireless configuration or batch mode for downloading periodically. Other satellite phone, cellular, and dialup

EMITS Disaster Management Solutions EMSware Enterprise Edition software Written in Microsoft’s Visual Basic (VB) Can be operated in Access, SQL Server, Oracle, DB2 Databases Securely export data in XML files or link data to systems via ADO, ODBC, XML, or flat file. Enterprise Edition includes EMSware and Web Client software

EMITS Disaster Management Solutions EMSware Hardware Handheld data terminal Batch mode or 802.11b capable Built in bar code scanner and takes grayscale photos Microsoft Windows mobile software and scaled version of EMSware EMSware compatible with other Pocket PC devices and scanners Wireless access points (Warrior Pack) Multiple triage or event sites for larger areas

Access Scanners with Warrior Packs are located throughout the county in key emergency response vehicles. Knoxville Fire Department District Chiefs Rural/Metro Fire Department (County) Battalion Chiefs (and some trucks throughout county) Rural/Metro Ambulance Supervisor Vehicle Knox Co. Volunteer Rescue Squad Mass Casualty Vehicle Scanners have been purchased for each MMRS hospital Emergency Department. Web-Based Access will be allowed for the following: Regional Medical Communications Center Knoxville/Knox County Emergency Management Agency KCHD (RHC and ERC) American Red Cross

*Patient – In addition to triage tag number, system provides fields for complete demographic information, DOB, gender, age, phone, email and pager *Incident and or Event and date *Patient Status –Based on triage level *EMS Carrier and Description *Multiple Locations-MCI triage site or sites, Treatment Facilities (TF), and ultimate disposition *Patient complaint and Description

Training Phase I Training included an overview for key players from EMS prior to testing at Boomsday and the District II Homeland Security Exercise. Phase II Training will involve Hospital Emergency Department Staff. Discussions are being held about having a system like “Triage Tuesdays” where users can continue to practice/train using the system.

Ongoing Efforts Role based access policies built into EMSware. Limit access to PHI based on role of user i.e. Red Cross Phase II-Hospital Imp. Training continued for hospital personnel Continue efforts towards having EMSware and equipment at triage/registration points
