2 City GIS Background  Digital maps since the mid 80’s  Use of Autodesk products for all of our Mapping, Engineering design, and GIS data sharing  Internal enterprise GIS in use since 2000  Autodesk Mapguide used as map viewer  All web programming done in Cold Fusion, ASP & JavaScript

3 Current GIS Statistics  System - Autodesk Mapguide Enterprise GIS served to over 150 trained users in every department of the City  Mapping - Over 200 mapping layers  Data – Live connections to AS/400, Shape files, & ODBC sources  Documents - Over 30,000 documents scanned, archived and linked to infrastructure  Accuracy – All city-owned utilities are surveyed using RTK-GPS for centimeter accuracy  Usefulness – Developing into a one stop system for data querying, data entry, and maintenance reporting

4 Present GIS related projects  Build on Emergency Response application  Incorporate with our 911 dispatch  Incorporate reverse 911  Migrate to Oracle Spatial  Redesign current interface  Establish internet site  Live connections to maintenance workers  Develop inter-office management connections

5 How can GIS be used for Emergency Response & why Grand Forks ND?  Digital maps, floor plans, and building pre-plan data in the field  Emergency response tactical information in the vehicle, at the time of the incident  Location in fundamental to Homeland Security and Emergency Response  Rapid Access to spatial and design data is critical  Facilities, Critical Infrastructure, Base map data  City of Grand Forks applied for emergency response vendor grant  Vendor grant was awarded because of existing enterprise GIS, City’s dedication to GIS, and upcoming World Juniors Championship Hockey Tournament  The grant gave the City Autodesk Crisis Command

6 Autodesk Crisis Command Background  Created after 1995 Murrah Federal Building bombing  Emergency response / Disaster Preparation for outside the building as well as inside the building  Quick calculations to aid first responders on the scene at the time of incident  Incident command controls  Utilizes the same base GIS data as the citywide GIS  Used for Emergency Preparations in Salt Lake City for 2002 Olympics, post-Columbine incident modeling, and Dallas Stadium ER planning

7 Autodesk Crisis Command tools  Internal network version for command operation and staff entry  Mobile Command for emergency responders to use in the field  Fire Pre-plan data  Building Floor Plan viewing  Building Digital Pictures  IPIX and I-move technologies  Emergency Response Guide  Fire Flow calculations  Line of Site calculations  3D Urban Terrain modeling  Bomb Blast calculations  In-field command management capabilities and symbology

8 Implementation Process  Vendor grant applied for in January 2004  $50,000 grant, from DLT solutions and Autodesk Inc, was awarded February 2004  One of four communities nationwide selected  Vendor grant covered all software, training, implementation, custom programming and the pre-planning of 20 buildings in GF  Police department, fire department, and GIS staff all worked together to meet strict deadline  Entire system was installed and responders trained by June 2004

9 Present uses and future goals  Fire Vehicles – Installed on laptops for the Fire vehicles.  Police Vehicles – Will be available for police squad cars when new granted laptops are operational.  Wireless Connections – Digital access to emergency response vehicles by fall 2005.  Additions –Link building pre-plan acquisition to building permit system, link assessing sketches of homes to property.  Future – Incident Management software that is directly linked to Crisis Command, integration with 911 dispatch, include County maps, University of North Dakota information and other regional information.
