SOUTHERN AFRICAN DEVELOPMENT COMMUNITY (SADC) Linkages with Continental and Global Initiatives SADC FANR program is fully aligned with continental and global initiatives: 1.The Four Pillars of NEPAD / CAADP & Environment Action Plans; 2.The Eight MDGs particularly the 1 st, 7 th and 8 th 3.Other emerging issues, such as: Bio-fuels, Climate change, etc) 6

SOUTHERN AFRICAN DEVELOPMENT COMMUNITY (SADC) Cooperation between SADC and ReSAKSS-SA 1.SADC FANR is a member and Chair of the ReSAKSS- SA Steering Committee 2.ReSAKSS-SA is a member of various SADC FANR Working Groups including the Regional Agricultural Policy Working Group, the MAPP / CARDESA program, and others 3.ReSAKSS-SA supports and monitors regional and national agricultural growth targets in relation to SADC RISDP and NEPAD CAADP for policy guidance to SADC 4.ReSAKSS-SA supports in the identification and assessment of strategic options for accelerating agricultural growth and development in SADC 7

SOUTHERN AFRICAN DEVELOPMENT COMMUNITY (SADC) 5.ReSAKSS-SA provides information for policy dialogue in the SADC FANR programmes. One such policy dialogue initiative was a SADC workshop co-sponsored by ReSAKSS-SA and FAO held in Gaborone in December –There is need for greater investment in agriculture, improved spending efficiency by the agriculture sector, and a stronger role for public/private partnerships. –There is need for improved collaboration and coordination amongst Ministries of Agriculture, Finance, Trade, Water, Natural Resources and other related Ministries. –Regional investment in agriculture should take into account of comparative advantages between countries. –The regional policy can help raise agricultural productivity in member states by encouraging regional technology development, transfers and sharing of best practices. –Regional policies and decision-making should be based on sound evidence. 8

SOUTHERN AFRICAN DEVELOPMENT COMMUNITY (SADC) Some Specific Examples of ReSAKSS – SA / SADC FANR Cooperation 1.SADC Multi-Country Productivity Programme (MAPP) a)A comprehensive 15-year programme intended to implement Pillar 4 of CAADP, focusing on Research, technology generation, dissemination and adoption; b)CARDESA (Centre for Agricultural Research and Development for Southern Africa) will coordinate the implementation of SADC MAPP project and, eventually, all R&D programs in the SADC region. 9

SOUTHERN AFRICAN DEVELOPMENT COMMUNITY (SADC) ReSAKSS-SA’s role under SADC MAPP project i.Conduct strategic analyses support in revising, reviewing and prioritizing the regional agricultural research strategy in Southern Africa; and ii.An early action activity for identifying and ranking agricultural research and development priorities in Southern Africa (evidence-based); 10

SOUTHERN AFRICAN DEVELOPMENT COMMUNITY (SADC) 2.Integrated Agricultural Information Management System (AIMS) Programme  It is under this program that ReSAKSS – SA provides support and input in the monitoring and evaluation of the SADC RISDP (questionnaire development and data analysis) ; 11

SOUTHERN AFRICAN DEVELOPMENT COMMUNITY (SADC) 3.SADC Regional Agricultural Policy (RAP) The SADC Regional Agricultural Policy (RAP) is a regional instrument for stimulating sustainable agricultural development and food security in the SADC region. It defines common agreed objectives to guide, promote and support actions at regional and national levels in the agricultural sector The SADC RAP will be a legal instrument to be used in support of regional integration and contribution towards the attainment of the SADC Customs Union and Common Market overall goals. 12

SOUTHERN AFRICAN DEVELOPMENT COMMUNITY (SADC) 3.SADC Regional Agricultural Policy (RAP) Phase I: ReSAKSS-SA has been involved in the preliminary processes in the formulation of the RAP including  A review of the national agricultural policy review studies conducted in 15 SADC Member States  Production of the ‘Synthesis Report of Emerging Key Agricultural Policy Issues’ as building blocks for the RAP 13

SOUTHERN AFRICAN DEVELOPMENT COMMUNITY (SADC) 3.SADC Regional Agricultural Policy (RAP) Phase II: ReSAKSS-SA is expected to participate in the following future RAP activities starting 2010 A.Analytical Processes The design of the RAP policy and instruments; The development of plans of action and implementation strategies for the RAP; The feasibility assessments of financial and sustainability options for the RAP. 14

SOUTHERN AFRICAN DEVELOPMENT COMMUNITY (SADC) 3.SADC Regional Agricultural Policy (RAP) Phase II: B.Thematic Studies In-depth studies of key policy issues prioritised from RAP Phase I; Benchmarking the proposed RAP to best practices in similar instruments in other regions and continents ; Financial, economic and social implications of implementing the RAP; The impact of cross-cutting issues on, and their implications for the RAP. C.M&E 15

SOUTHERN AFRICAN DEVELOPMENT COMMUNITY (SADC) CONCLUSION The SADC Secretariat and in particular, the SADC FANR Directorate, express great appreciation to ReSAKSS-SA for their involvement in the provision of evidence-based policy support to the region’s programs aimed at achieving sustainable food security and poverty reduction. Particular appreciation by SADC FANR goes to Dr. Pius Chilonda and his team for their steadfast support to SADC. 16
