Southall Traffic Congestion and Parking Provision Specialist Scrutiny Panel 21 November 2006 Transport Planning for Southall

Where is council transport policy found? The Local Implementation Plan (LIP) Legal requirement and must reflect Mayor’s Transport Strategy Updated for re-submission in June of each year Unlocks TfL funding Ealing.gov.uk / Environment / Transport and Streets / LIP

Key Mayoral Policy Imperatives Road safety Bus journey times and reliability Relieving traffic congestion and improving journey time reliability Improving the working of parking and loading arrangements Improving accessibility and social inclusion Encouraging walking and cycling Bringing transport infrastructure to a good state of repair.

 Transport for London grant  Transport for London’s own schemes  Schemes that are necessary for developments (e.g. access road into Gas Works site)  S.106 Planning gain negotiated from developers  Regeneration funds (if available)  Council funding for minor parking schemes and CPZs  Area Committee funds for minor schemes that otherwise would not get funded Funding sources for transport schemes in Southall

Current schemes and bids Local Safety Schemes Walking Cycling Bus Stop Accessibility School Travel Plan Implementation Regeneration Travel Awareness New CPZ proposals and CPZ reviews Congestion Parking control 20 mph zones

Southall Traffic Study Funded by the Area Committee with a five year timescale Reviews accidents, congestion hotspots and rat running routes Identifies 57 possible small scale schemes Recommends a one-way gyratory system for King Street, Western Road and Montague Way Currently out to public consultation Funding has to be found for selected schemes

Other suggestions Travel Plans More efficient deliveries Home shopping Park and Ride Dual use CPZs

What does it all add up to? Increased car parking but increased congestion? Future traffic growth? Mayoral target of 1% reduction in traffic Between 20% and 34% of Southall households don’t have a car Can small scale schemes really transform the situation ?

Southall Gateway Link Road Improve access to Bridge Road and Great Western industrial estates Improve access to Gas Works site from the east Reduce traffic volumes within Southall Town Centre particularly for east – west through traffic: Boadway / High Street and possibly Western Road Bus interchange at station for Crossrail Traffic modelling studies due November Massive funding required Uncertainty of impact of TfL’s Tram proposal
