What does it mean to be conservative? Liberal? Why is it important to know that someone telling you something is liberal or conservative?

What is the term for the idea that people are the main source of the government’s authority? What is the term for the idea that power is shared between the central and state governments? Did the American Revolution increase or decrease the number of crimes punishable by death? What are two parts of the modern legal system that protect from executing the innocent?
