Collective Security in Space: Asian Perspective Chinese Society of Astronautics Preface  In the past 50 years, human beings have achieved one and another achievement in the field of space exploration, space development and space application.  According to statistics, up to now, more than 5000 spacecrafts have been launched and up to 2010, there will be 2000 satellites operating on the earth orbits.  Like land and ocean, space has become an indispensable part in human beings’ life.

Collective Security in Space: Asian Perspective Chinese Society of Astronautics China’s Space Activities  A comprehensive space industry system of research, design, production and testing has been formed.  Various types of launch vehicles and satellites have been developed and manufactured.  Space launching centers have been established.  A space TT&C network has been in place.  A number of satellite application systems have been set up.

Collective Security in Space: Asian Perspective Chinese Society of Astronautics Challenges human beings are facing when exploring space  If space is weaponrized, space assets of all countries will be endangered and international peace and security will be threatened.  With the frequent space activities, more and more space debris will be accumulated, which is severely endangering the near earth spacecrafts and threatening the security of ground life and asset.  Some space environment factors, such as upper atmosphere, high energy charged particles and etc will greatly damage spacecrafts and astronauts traveling in space.  That how governments supervise activities of private enterprises and how the international responsibilities be shared are issues which will affect the healthy development of space activities.

Collective Security in Space: Asian Perspective Chinese Society of Astronautics Measures China has taken to meet challenges  Space debris research Since 1990, China has started space debris mitigation work. China has independently developed space debris early warning system; primarily established small scale space debris database; mastered spacecraft launch and on-orbit running collision early warning technology; established super speed collision basic equipment; possessed computer simulation capability; basically solved passivation of the current launch vehicle; worked out “ list of Standard Frame System of Space Debris” and “Action Plan of Space Debris (2006~2020).

Collective Security in Space: Asian Perspective Chinese Society of Astronautics  Space environment research Space environment exploration research China’s space environment exploration research focuses on the study of space environment and its effects on spacecraft. The exploration consists of probing and monitoring high energy electron, proton and heavy ion and their single event effect and radiation dose effect, hot plasma and its charging effect, upper atmosphere density and composition and etc. The research also includes the ground simulation experiment of space environment and its effects and laboratory study of protective measures against harmful space environment effects. 1996, China published “LEO Spacecrafts Space Environment Brochure”.

Collective Security in Space: Asian Perspective Chinese Society of Astronautics Space environment prediction research At present, China has carried out the following space environment prediction researches: To provide special space environment prediction and warning, real time analysis and diagnosis of abnormal situations and to release regular space environment forecast. To carry out top-level design and strategic development research for space environment security and research on key exploration measures and technological system. To collect space environment monitoring data, establish, maintain and operate space environment information system and real-time date exchange network. To research on design standard, regulations and guides for spacecraft space environment.

Collective Security in Space: Asian Perspective Chinese Society of Astronautics China’s space policies China has issued and published a series of laws, regulations, provisions and related documents to explain China’s objective, aim, basic principle and position in space activities.  Related regulations Two sets of regulations govern the activities of civilian space activities. The Administration Methods for Space Objects Registration. The Interim Measures on the Administration of Permits for Civil Space Launch projects.  White papers In 2000 and 2006, China has published “China’s Space Activities” white paper to introduce China’s current situation in space technology, space application and space science.

Collective Security in Space: Asian Perspective Chinese Society of Astronautics China’s actions and initiatives to promote space security and peace  Actions China has extensively carried out bilateral, regional and multilateral cooperation and made due contributions to promote peaceful uses of space.  Initiative To conclude an international legal instrument devoted to preventing the weaponization of and an arms race in space. Early conclusion will help preserve the peaceful use of space, facilitate relevant international cooperation and enhance the common security of all countries. To further strengthen the system of sharing research data of space debris to make related countries to access data openly and carry out favorable exchanges.
