2 1. Promote the establishment and gradual improvement of overseas protection mechanism for IPR (intellectual property rights) as a way for comany exhibitors at home and abroad to deeply implement IPR protection  Provide enterprises with such services as training, information and early warning. Provide analysis for the IPR of key industries.  Take the IPR of overseas exhibitors as a focus of the overseas IPR protection: jointly issue “Notice on Strenthening the Intellectual Property Rights Protection on Enterprises Taking Part in Overseas Exhibitions”; set up “China IPR Helpdesk”; organize training, symposium and take charge of compiled and printed literature.  Develop and issue “Measures for the Protection of IPR at Exhibitions” for IPR protection of exhibitors at home; host IPR protection campaign in such exhibitions as the Canton Fair for many times. Strengthen the International Exchanges, Deepening the Bilateral Communication and Cooperation on IPR.  Develop Sino-US, Sino-Japanese, Sino-EU, Sino-Russian,Sino-Swiss and Sino- Pakistan IPR working group as well as sino-EU dialogue mechanism, and hold regular meetings to deal with issues concerned by both sides; publisize the positive results of China's IPR protection work through platforms such as Sino- US Joint Commission on Commerce and Trade, and Sino-EU High-level Economic and Trade Dialogue;  Develop deep and comprehensive cooperation with EU on IPR legistration, enforcement, awareness and capacity building under the program of Sino-EU IPR Cooperation(Phase II);  Actively hold symposiums on hot issues concerned with developed countries, including the United States, EU, Japan and Switzerland, exchanging the views and opinions. Actively Participate in Multi-lateral IPR Negotiations and International Conferences  Multi-Lateral Negotiations:IPR negotiations of FTA; improvement in IPR negotiation of EEC-China Trade and Economic Cooperation Agreement in 1985; Negotiations on Geographical Indications Bilateral Cooperation Agreement; Negotiations on the protection of geographical indications and gene resources under Doha round sponsored by WTO;  International conferences; Regular meetings of TRIPS Councils; IPR Experts’ Group Meeting of APEC IPR Protection in the Economic and Trade Sector

Properly Deal with Foreign-related IPR Disputes, and Coordinate Enterprises for IPR issues  Properly deal with Sino-US IPR dispute case in WTO  Guide enterprises for a positive response to the US '337 investigation', strengthen external negotiations, and enhance IPR protection awareness and capabilities of enterprises.  assist relevant departements with major foreign-related IPR dispute. Keep Improving Trade-Related IPR System, Actively Participate in the Revision of Legal Documents  Jointly issue Guiding Opinions on the Development of World Famous Brands, Opinions on Encouraging Technological Export and Provisions on Protection of Information on Service Outsourcing Business Undertaken by Domestic Enterprises;  Revise Measures for the Administration of Prohibited and Restricted Import of Technologies; Measures for the Administration of Prohibited and Restricted Export of Technologies, and Administration of Registration of Technology Import and Export Contracts Procedures;  Study and make proposals for the revised draft of IPR-related laws developed by other departments. Implement the instructions from the State Council, and carefully carry out preparations regarding special activities  Undertake daily activities from leading groups, implement the arrangements of leading groups for better communication and coordinations;  Set up weekly report system of important cases and monthly report system of special activities, issue the Implementation Plan for Cracking down on the IPR Infringements and Sales of Counterfeit and Shoddy Commodities in the Field of Commercial and Trade Circulation and the Implementation Plan of the Special Campaign against Infringement of IPR and Production & Sale of Counterfeit & Substandard Commodities in Online Shopping Sector;  Launch R&D on China's IPR protection IPR Protection in the Economic and Trade Sector

8 What we'll do next:  Develop bilateral exchanges and cooperations on IPR, actively participate in WTO and APEC agenda as well as the construction of world IPR order, and properly deal with IPR dispute, as a way to create a sound international environment for foreign economic and trade.  Improve the foreign trade related IPR system, coordinate and promote IPR negotiations of FTA zone and negotiations on Geographical Indications Bilateral Cooperation Agreement, further improve IPR protection mechanism for overseas, keep intensifying the IPR awareness and rights protection capabilities of enterprises, and promote China's long-term mechanism building of IPR protection.
