3 Responsibilities of CEP System in Ukraine The main tasks of the Ministry of Emergencies of Ukraine (MOE) are the following:  rapid response to emergencies,  execution of measures on population and territories’ protection in case of emergencies,  conduction of Search and Rescue operations,  evacuation of affected people from areas of disasters,  conduction of works on search and disposal of old munitions in the territory of Ukraine. MOE’s priority tasks which result from international agreements of Ukraine:  participation in international search and rescue and humanitarian operations;  participation in international counterterrorist activities.

4 CEP policies and reforms in Ukraine MOE’s priorities:  further increase of level of population and territories protection from emergencies;  execution of measures on prevention of emergencies;  increase of efficiency of MOE’s forces response to emergencies;  creation of European «112» emergency call system;  execution of measures towards decommission of Chornobyl NPP and transformation of “Shelter” into ecologically safe system;

5 CEP Policies and Reforms in Ukraine (continue) The following measures are planned to increase the efficiency of MOE’s forces:  reorganization of Emergency Response and Rescue Units into 7 special regional Centers of Rapid Response as well as creation of Mobile Aviation Detachments within these Centers;  creation of Fire-fighting units for fire protection of rural localities;  modernization of State Coordination Center for management in emergencies.

6 Reforms that Would Require Assistance from NATO  Creation of European «112» emergency call system;  modernization of existing Coordination Center for Management in Emergencies in order to provide better capabilities for management of civil protection forces on a real time basis as well as information sharing;  organization of interagency cooperation in the field of civil protection within the frameworks of preparation for and conduction of public and sports events;  radioactive, chemical and biological surveillance as well as localization and elimination of emergencies’ consequences during conduction of public and sports events.

7 International Policy of Ukraine in the Field of Emergencies 35 international multilateral and bilateral Agreements are currently in force. Intergovernmental agreements on the cooperation in the field of disasters prevention and elimination of their consequences are acting with following countries: Armenia, Azerbaijan, Belarus, Georgia, Greece, Hungary, Kazakhstan, Kirgizia, Latvia, Lithuania, Moldova, Poland, Russia, Serbia, Slovakia, Tajikistan, Uzbekistan. The cooperation within frameworks of acting agreements is being carried out with following international organizations: NATO, EU, UN, GUAM, CIS, BSEC, EBRD, IAEA, OSCE International agreements are aimed at:  providing of mutual aid, simplifying border crossing procedures, mutual information sharing about scales and progress of emergencies, etc;  joint conduction of trainings and educational events focused on elimination of emergencies’ consequences, etc.

8 Updates in International Policy of Ukraine in the Field of Emergencies Prevention as a comprehensive prevailing approach in CEP policies Interagency Plan of measures on implementation of Hyogo Framework Program for Actions in Ukraine until 2015 will cover:  legislative, procedural and institutional measures in the field of civil protection;  the implementation of advanced assets for identification, assessment, monitoring and early warning of risks;  the increase of emergency preparedness level. Strategic aims of Ukraine within frameworks of implementation of Hyogo Framework Program for Actions until 2015:  the more effective integration of disaster risk considerations into sustainable development policies, planning and programming at all levels, with a special emphasis on disaster prevention, mitigation, preparedness and vulnerability reduction;  the systematic incorporation of risk reduction approaches into the design and implementation of emergency preparedness, response and recovery programmes in the reconstruction of affected communities;  the development and strengthening of institutions, mechanisms and capacities at all levels, in particular at the community level, that can systematically contribute to building resilience to hazards.
