Planning and Community Development Department Staff Recommendation Staff Recommendation: Approval of landmark designation of property (P.M.C criterion “A”). Applicant / owner – City Ventures. The development is significant in the broad patterns of history of the City. The Grove Manor Apartments were the first apartment development constructed on South Orange Grove Boulevard after rezoning in 1948 to allow multi-family residential development. 2

Planning and Community Development Department History and Significance The garden style apartments were constructed in 1948 by architect / builder Lionel Mayell. Architectural blend of traditional and modern design features. Expansive yards, central garden, low density development. The buildings and gardens retain their original architecture and landscape integrity. The first garden apartment development on South Orange Grove Boulevard. 4
