10 Landmark District Evaluation
Applicant: Abe Chorbajian with majority support of property owners in neighborhood (owners of 23 of 37 support; 62%). Verbal opposition has been received from two property owners on Madrillo Court requesting exclusion of that street from the district. Qualifies for Landmark District designation because: Represents architectural styles and development patterns recognized as significant in 2007 historic context report “Cultural Resources of the Recent Past” Mid-century Modern, California Ranch & Modern Ranch architectural styles 76% of properties (28 of 37) contribute to significance Historic Preservation Commission recommended approval of the designation at November 1, 2016 meeting. Planning Commission recommended approval at February 22, 2017 meeting.

11 Zoning Map Amendment Findings
Consistent with General Plan Guiding Principle 2: “Pasadena’s historic resources will be preserved. Citywide, new development will be in harmony with and enhance Pasadena’s unique character and sense of place. New construction that could affect the integrity of historic resources will be compatible with, and differentiated from, the existing resource.” Goal 8: “Preservation and enhancement of Pasadena’s cultural and historic buildings, landscapes, streets and districts as valued assets and important representations of its past and a source of community identity, and social, ecological and economic vitality.” Would not be detrimental to the public interest, health, safety, convenience, or general welfare of the City. District would preserve the historic character of the area and ensure that future change is managed in a way that is compatible with that character.

One property owner spoke at Planning Commission meeting requesting exclusion of Madrillo Court One additional property owner made the same request of staff prior to this meeting One property owner of eight on Madrillo Court signed petition in support of landmark district Planning Commission deferred consideration of this request to the City Council and directed staff to provide information to Council regarding eligibility of Thorndike Road by itself 29 properties 72% contributing 71% property owner support

Staff recommendation: Approve designation of Thorndike-Madrillo Landmark District Overlay Zone If majority of property owners on Madrillo Court oppose the designation, staff recommends that the street be excluded from the boundary Effects of historic designation: Future protection of exterior features visible from street from inappropriate alteration or demolition Eligible to apply for Historic Property Contract (Mills Act) Eligible to use State Historical Building Code Potential variances from current zoning requirements
