Federal Aviation Administration System (“Box”) or Capability

Federal Aviation Administration DESCRIPTION: Manage terminal area icing weather information for operational decision making for both ground and in-flight icing conditions. These icing conditions include ground operations and take-off, climb, descent, holding, approach, and landing. Combine products of liquid water equivalent (LWE) research, winter weather ground icing research, and remote sensors and other new technology developments into a comprehensive terminal area icing weather product for use by air traffic, flight crews, dispatchers, airport operators and ground de/anti-icing operations. TAIWIS REQUIREMENT, 1/2

Federal Aviation Administration OUTCOME: The outcome of this R&D will be to provide a prototype terminal area icing weather information system that will provide accurate real- time icing conditions information to air traffic staff, weather dispatchers, ground operations staff, and flightcrews. TAIWIS REQUIREMENT, 2/2

Federal Aviation Administration As new technology becomes available, pilots should incorporate the use of that technology into their decision-making process. If the composite information indicates to a reasonable and prudent pilot that he or she will be operating the aircraft under [SLD] conditions that will cause ice to adhere to the aircraft along the proposed route and altitude of flight, then known [SLD] icing conditions likely exist. Federal Aviation Administration The Reduced Weather Impact (RWI) Program of the FAA’s Aviation Weather Engineering Branch initiated: Flexible Terminal Sensor Network (FTSN) project Now renamed: Nextgen Surface Observation Capability (NSOC) Are NSOC capabilities being sufficiently utilized? Role of NSOC in TAIWIN

Federal Aviation Administration Rule changes will impact operations of various categories of aircraft Will the proposed development be cost-effective in mitigating those impacts? Need traction traction for investments in ground sensors and forecast operations Quantify –the problem –how much of the problem can likely be mitigated by the proposed research and development. Build what I call a conceptual operational model addressing the following questions. Need for Study Providing Operational Baseline for TAIWIN

Federal Aviation Administration What is the traffic demand by aircraft category during the weather conditions addressed in Appendix C and in the different portions of Appendix O? Need baseline hard data such as developed for the Core 30 study –Would provide an operational baseline for the problem. –Should include Core 30 terminals and for selected other airport categories or regions.
