Implement Educate Monitor Ask Before You Act! Football November 2009

 Application for Official Visit  Transcript  Test Score  Name, Date of Birth, and State.  Eligibility Center  Addition to Institutional Request List by Compliance  Approval from Compliance & AD.  5 Visit Letter Sent  Expense Envelope Approval from AD.  Travel Arrangements can be made.  Be sure to have student host read and sign instructions.  Retain and Submit Appropriate Receipts for Reconcile.  After Visit file Packet with Compliance Office.

 Bylaw – Occasional Meals: A student-athlete or the entire team in a sport may receive an occasional meal in the locale of the institution (i.e. WSU) on infrequent and special occasions from an institutional staff member (This means a staff member could provide an occasional meal at a local restaurant).  An institution staff member may provide reasonable local transportation to student-athletes to attend such meals. A student-athlete may receive an occasional family home meal from a representative of athletics interests (booster) on infrequent and special occasions under the following conditions: 1. The meal must be provided in an individual’s home (as opposed to a restaurant) and may be catered; and 2. A representative of the institution’s athletics interests may provide reasonable local transportation to student-athletes to attend the meal function only if the meal function is at home of that representative.  Form available on website or in compliance office

 Bylaw 16.7  Away-from-Home contests: WSU can pay the actual cost (but not provide cash) for reasonable entertainment that takes place within a 100-mile radius of where a team plays or practices in connection with an away-from home contest.  Vacation Periods: WSU can pay the actual costs (but not provide cash) for reasonable entertainment that takes place within a 30-mile radius of campus during vacation periods when the team is required to reside on campus & classes are not in session  Home Contests: WSU can rent a movie, provide pay-per-view movies in hotel rooms, or take the team to the movies the night before a home contest

 Process  Institution issues a NLI and offer of athletics aid to the prospective student-athlete.  Prospective student-athlete signs two copies; returns one to institution and keeps one.  Must be signed within 14 days of issue date (unless early signing period, deadline on final signing date).  If prospective student-athlete is under 21, a parent/legal guardian must also sign the NLI.  Institution verifies required information and sends to conference office.  Must be filed with conference within 21 days of final signature.

 No additional language may be added to the NLI document.  In accordance with NCAA Bylaws and , a coach or institutional representative may not hand deliver the NLI off campus or be present off campus at the time the prospect signs.  The NLI may be delivered by express mail, courier service, regular mail, or facsimile machine. An NLI transmitted to an institution by facsimile machine or electronically shall be considered valid.

 Early Signing Period Penalties  Prospective student-athletes who will participate in football are prohibited from signing an NLI during the early signing period. A student who signs an NLI during the early period in a sport other than football will be ineligible for practice and competition in the sport of football during the student’s first year of enrollment at an NLI member institution, and shall forfeit one season of eligibility in the sport of football.  In circumstances where a student’s primary sport is not football, but the student anticipates participating in football, the student should delay signing an NLI until either the football signing period or during the regular signing period for all other sports.

 NOVEMBER 9 12:00am (Late Sunday Night)  This is Priority Registration.  Bylaw  Student-athletes may retain athletics apparel, but not equipment, at the end of their intercollegiate participation.  Student-athletes may purchase used equipment at the same cost as would be charged to anyone interested in purchasing the equipment.  Student-athletes may keep apparel items that are not reusable by other team members in subsequent seasons. If reusable and S-A has eligibility remaining, then apparel must be returned.  Student-athletes may not purchase apparel and equipment for personal use at a reduced rate.  Teams Affected in Fall: Volleyball, Soccer, Football

 December 7-10, 2009 (Mon.- Thurs.)  Hours TBA.  Student-athletes return books at the stadium.  For Football Student-Athletes.  % of Books paid by them = % of Buyback they receive after return.
