Worker Retraining Program Plan PRESENTATION FOR WRT ADVISORY COMMITTEE APRIL 17, 2015

Goals of Worker Retraining Advisory Committee Engage business, labor and representatives from local agencies and community groups (workforce development councils, economic development organizations, WorkSource, etc.) to provide input into Clark College’s Worker Retraining Plan.

WRT Program Overview In 1993 the Washington State Legislature passed ESHB 1988 that provided for employment and training services including funding for dislocated workers. Funding for the WRT program comes from the State General Fund. WRT program provides funding for dislocated and unemployed workers to enter approved training programs. Eligible participants receive related support services including financial aid, career advising, educational planning, job referral and job development. WRT funds also are used to support eligible programs (equipment, instruction, advising, etc.)

Clark College’s WRT Plan Ensures that Clark is linking students to high wage, high employer demand programs. High wage is considered over $13 per hour. Includes a program mix that addresses local regional economic development plans and strategies.

Sources Used to Develop WRT Plan Input from WRT Advisory Committee- discussions through Employment Security Department’s list of high demand occupations for Clark, Cowlitz, and Wahkiakum Counties. Workforce Development Council – Southwest Washington Strategic Plan (Target industries: health care workers, machinists, manufacturing, professional services, and metal and plastic workers). Clark County Economic Development Plan Goals: 1) Information Technology sector growth, 2) Higher education, 3) International investment, and 4) Business development –technology services, technology products, wealth management services, agricultural processing, healthcare management, and logistics & distribution) and 5) Infrastructure. Analysis of student enrollment in eligible WRT programs in

WRT FUNDING $1,018,073 A decrease of $5,125 from last year. decrease of close to $95,000 total the past three years. Allocation based on serving 194 full-time students in eligible programs. Base FTES ($3,620 per FTE for enrollment support and $1,505 per FTE for Financial Aid) 194 FTE x $5,125 = 994,250 Remaining is based on Fluid FTES Formula =$23,823 $291,970 allocated for financial aid. $726,103 allocated for enrollment support (advising, instruction, equipment, etc.) Clark must submit a budget that shows the total WRT funds that will be targeted to programs identified in its plan.
