2 Background to the Opportunity Act January 2014 – President Obama’s State of the Union Address: Tasked Vice President Biden to lead an across-the-board review of America’s job training programs to ensure they share a single mission: providing workers with the skills they need to secure good jbos that are ready to be filled.

4 Results from the Legislative Branch: The “Opportunity Act” Federal Legislation that governs and funds the public workforce system throughout the country. Reauthorizes, amends and supersedes the Workforce Investment Act of 1988. Signed into law:July 22, 2014 Effective Date:July 1, 2015 Final Instructions for the Unified Plan: February 18, 2016 State Unified Plan:April 1, 2016 Rule Making: Late Spring 2016

5 What’s Different Strong focus on strategic partnerships at the federal and state and local levels New mandatory “Core” partners Public Workforce System Vocational Rehabilitation Department of Education Community School for Adults Continuous business engagement and the use of sector strategies that are coordinated with workforce development programs Unified State Plan that identifies a pathway model that all core partners will support. Integration with economic planning and development through the Comprehensive Economic Development Strategies. Support for Adult Education

6 Federal Appropriation $6m Annually through the US DOL, ETA State WDC serves as the fiduciary for the funds based on the State of Hawaii Unified Plan that includes all Core Partners Local County Workforce Development Boards prepare local plans to support re-employment of dislocated and/or upgrade of underemployed American Job Centers (One-Stop Providers) provide direct services to unemployed and match up clients with training opportunities

7 Current Status of Implementation Working on implementation at the State Level Legislative Issues HB2362/SB2891 - Aligns the HRS with administrative changes required by the Opportunity Act Unified State Plan LMI Forecast of Hawaii’s economy Completed economic baseline and forecast data Tie into the Comprehensive Economic Development Strategies Pathway model supported by Core Partners

8 UH Role in Implementation of WIOA Worked with the Economic Development Alliance of Hawaii on in the integration of the economic benchmark, forecast and integration with the CEDS process at both the County and State level. Pathway Model Developing a labor mapping project that identifies growth industries (that tie into targeted economic development clusters) in Hawaii and the in demand occupations, ranked in terms of educational attainment. Working with the Hawaii Business Roundtable to identify growth industries Working with the Chamber of Commerce to Prepare labor market information reports for review by the Workforce Development and Education Committee Convene industry groups to validate and worker skills
