In all four CA countries (ES, NIC, GU and HO) the WFP’s purchasing power was used to strengthen and complement initiatives already under way: RED SICTA, 3 SICTA projects (Swiss, IDB, EU, Korea) and national programs. Actions focused on assessing and strengthening technological, agribusiness capabilities and practices to better link small producer organizations to markets.

P4P Results Regional Evaluation of the P4P carried out in order to improve its performance and strengthen the Project technically and financially (Joint Mission IICA/WFP – 2009). Progress in Implementing Main Conclusions: – In Progress: Specialized Technical Cooperation from IICA has helped farmer organizations to overcome bottlenecks in aspects related to technological innovation, marketing and partnerships. – Pending: Need for a mutually agreed common approach for regional interventions.

Recommendations Continuation of joint efforts on themes such as: technological innovation, food safety, postharvest handling, and entrepreneurial training Strengthen IICA’s regional relations with the P4P through comprehensive regional initiatives in CA and other regions. Synergize P4P efforts with IICA projects that focus on basic food crop chains Jointly construct a mechanism/system of knowledge management that would allow to identify success factors that can be replicated and transfer of innovation to small producers

Recommendations Improvement of the capacity of producers to develop sustainable production systems including incorporation of technologies of minimum and zero tillage Reduction and management of risk for small producers in the region Development of alternative regional markets to the WFP to give sustainability to the efforts of the programme Strengthening of the technical capacity of service providers (public and private) to transfer innovation to small producers Analysis of the possibility to better understand seed handling and potential postharvest losses of small producers in the region (FAO).

Recommendations Regional and hemispheric workshops to disseminate experiences and knowledge in technological innovation and marketing of basic grains. Formation of National Teams from different institutions (5 people) to provide guidance and ensure the sustainability of the processes. IICA in charge of coordination and technical assistance. Promote the use of ICT to improve linkages between member countries of the P4P
