Barnardo’s Core Presentation Slide No. 2 Tuesday, 28 March 2017 Overview Funded by London Councils as part of a strategy to tackle child sexual exploitation across London. Will work with London Safeguarding Children Board and Local Safeguarding Boards to ensure awareness is raised, vulnerable children are identified and accessed to services. Will cover all 32 boroughs over 4 years Implementation of London-Wide procedures on working with CSE is variable across boroughs. This programme aims to establish more consistent practice.

Barnardo’s Core Presentation Slide No. 3 Tuesday, 28 March 2017 Builds on Barnardo’s experience of delivering the Preventative Programme 2005-7. Designed to meet needs highlight by Barnardo’s research: “Meeting the needs of Sexually Exploited Children in London” 2005. Programme has been fully evaluated – “It Could Be Anyone”. Will focus on children & YP most likely to be vulnerable to sexual exploitation. LC funded SE one service to develop and deliver the programme “B Wise 2 Sexual Exploitation” in x 3 south London Boroughs. This was a report was based on 2 years research across every London Borough. The 2005-7 programme using B Wise 2 Sexual Exploitation pack was an evaluated and learning points for the next 4 year programme have been captured. i.e. Children in PRU’s, Looked after children; residential units; those in schools facing the greatest challenges.

Intended Outcomes of the Preventative Education Programme Barnardo’s Core Presentation Slide No. 4 Tuesday, 28 March 2017 Intended Outcomes of the Preventative Education Programme For Professionals Outcome1 Professionals are educated to identify children at risk of or experiencing sexual exploitation by adults and peers: Outcome 2 Professionals are educated about how to protect and support children at risk of or experiencing sexual exploitation or bullying and have increased knowledge of services available. Indicator – able to give an improved description of the risk indicators of sexual exploitation following PEP delivery. Indicator – able to identify, define & act on evidence of SE e.g. key policies and legislation for CSE; able to identify services to refer to following PEP delivery.

For Children and Young People Barnardo’s Core Presentation Slide No. 5 Tuesday, 28 March 2017 For Children and Young People Outcome 1 Children and Young People have increased knowledge and confidence enabling them to resist unwanted sexual advances, report sexual exploitation and seek protection. Outcome 2 Children & Young People are educated about how to protect themselves from SE and have increased knowledge of services available. Indicator 1 – Able to accurately name the four stagers of grooming and the effects on children and young people of being sexually exploited, following the PEP session Indicator 2 – Increased confidence to resist unwanted approaches, report exploitation and seek help as a result of the PEP session. Indicator – Able to identify safe and unsafe relationships and where to seek help as a result of the PEP session

How will this be achieved? Barnardo’s Core Presentation Slide No. 6 Tuesday, 28 March 2017 How will this be achieved? For Professionals Every borough will have: A presentation to the LSCB. A day’s Multi Agency Training for LSCB. An awareness raising session for residential social workers and managers. Consultancy and advice at Multi-Agency strategy meetings held under the LSCB procedures; Focussing on guidance; legislation; good practice; Services available. Provided in collaboration with the LSCB training lead – particularly targeted towards those most likely to encounter CSE – via health; education; youth service etc. Experience tells us that CSE is endemic in children's homes and the “B Wise” pack has developed useful tools to assist staff in better protecting children. Held under the LSCB procedures via an experienced practitioner.

For Children & Young People Barnardo’s Core Presentation Slide No. 7 Tuesday, 28 March 2017 For Children & Young People Education sessions using the “B Wise 2 Sexual Exploitation Pack” in year 9 in selected secondary schools. Sessions in Pupil Referral Units Sessions in residential Children’s homes. Experience shows us that children responded positively to the materials in the pack and recognised the patterns of CSE very readily on the basis of their own lives. - Schools to be selected in discussion with LSCB education leads. Those particularly identified as facing major challenges Those where it is known that children have been targeted by dangerous individuals

Barnardo’s Core Presentation Slide No. 8 Tuesday, 28 March 2017 Is based on recent experience with children at SEone. Designed for use with 12-17 year olds in schools, pupil referral units and residential units. Enables professionals to feel informed about child sexual exploitation. Provides session plans and activities for use by facilitators. Also helpful in one-to one work with children Is directly relevant to PSHE curriculum stages 3 & 4 and has a special section addressing this For use by teachers; RSW’s; School Counsellors; Teaching assistants.

Grooming Give’s children information about how they can be groomed by an adult for CSE and why its often hard to recognize it happening

What is consent? Exercise. Agony aunt letters Helps C & YP understand the qualities important in a partner to achieve equal relationship. Begin to consider how they can negotiate consent within an equal relationship.

Support, protection and the law Barnardo’s Core Presentation Slide No. 13 Tuesday, 28 March 2017 Support, protection and the law “Legal or illegal” quiz. Police case file How can sexually exploited girls and boys be supported? Useful numbers A new ending Enables C & YP to learn about the Sexual Offences Act 2003, the protection the law provides and professional support available. Account of a successful conviction by a specialist police team in London. A new ending . Young people re-visit “Jada & Rowland” , draw story boards; devise new scenes; use diary; write songs or poems. Discussion abut how things could turn out better for the characters.

Plans for Evaluating the Programme Barnardo’s Core Presentation Slide No. 14 Tuesday, 28 March 2017 Plans for Evaluating the Programme Learning from the 2005-7 evaluation “It could be anyone” Schools Sessions: Children & Young People’s knowledge and understanding of risky adults and situations was improved in the short term. Where questionnaires were filled in immediately after the schools session children were significantly more accurate in their response than those who completed them 2-3 weeks later.

Residential Units & PRU’s Barnardo’s Core Presentation Slide No. 15 Tuesday, 28 March 2017 Residential Units & PRU’s Young people’s feedback showed they had enjoyed the session and found them worthwhile. Young People believed their awareness had been raised by the session. Young people’s knowledge was strongest when describing impact of CE & Services. Majority less clear about “routes into exploitation and deliberate targeting by adults through “grooming process”

Barnardo’s Core Presentation Slide No. 16 Tuesday, 28 March 2017 Professionals Majority showed marked improvement in knowledge of CSE. Majority of those not able to answer questions at all about CSE before training were able to afterwards. Follow up groups found professionals very positive about the programme. Believed their awareness had been raised and had attempted to put this in practice.

Barnardo’s Core Presentation Slide No. 17 Tuesday, 28 March 2017 Plans to evaluate the 2008-12 Programme Will incorporate these challenges:- Professionals Programme sessions will be spread thinner across wide range than previously. Interviewing PSHE co-ordinators in more depth. Targeting larger numbers of residential social workers. Need to monitor impact of shorter delivery To determine impact in schools and how to embed the overall programme. We need more to take part in the evaluation

Children & YP in PRU/Residential settings Most difficult to engage group in previous evaluations with one PRU Focus with on PRU on piloting more innovation ways of involving children in research, Allow more time & resources to engage children. To find out prior knowledge of SE & compare with after training. Also most vulnerable to CSE.

Meeting the recovery needs of Children Barnardo’s Core Presentation Slide No. 19 Tuesday, 28 March 2017 Meeting the recovery needs of Children Identified via the Preventative Education Programme Experience from the 2005-7 programme shows greater awareness will lead to children being recognized as Sexually exploited. Safeguarding- Professionals more likely to acknowledge CE when a specialist service is available. Metropolitan Police – committed to network of specialist services. London Council plans to commission. - A much broader and more comprehensive network of specialist services providing therapeutic work to support children recovery from CSE. Both professionals, children and YP were better able to recognise indicators and encourage referral to services. Meeting the needs of Sexually Exploited Children in London. Police are aware that the programme, plus the ECM leads in every borough, will flag up the need for a broader network of specialist therapeutic services across the capital. They have allocated funding to develop a network of services to respond to referrals. London Councils will be commissioning this service to “mirror” the preventative work.
