Better 23 CFR 1.11(b) allows ODOT to “utilize, under its supervision, the services of well- qualified and suitably equipped engineering organizations of other governmental instrumentalities for making surveys, preparing plans, specifications and estimates, and for supervising the construction of any project, "

Best in the West! Allows Bid Alternates (Add-ons) Local QC Cuts out more ODOT processes Which leads to…

Faster Local Agency (LA) contracting saves 7 – 9 weeks of project delivery! Change orders by LA. Quick Draw on Construction Contract Payments, 5 – 10 days! Eventually a single delivery system is possible.

Cheaper Less staff hours for PS&E. No ODOT charges for Contracts unit in Salem or regional Tech centers. ODOT advice and/or training is not charged to the project.

Transition – changing Horses ODOT still available to help Becoming certified is more work to get started, but less effort to maintain the program. In other words, once the horse is broke he’ll learn the way – happy trails!

Quality Control is the primary function of a certified agency Define – What is it?

Quality Control (QC) refers to the operational activities put in place to control the quality of a product or service. These include: providing clear directions, constant supervision by experienced individuals, immediate review of completed activities for accuracy and completeness. Quality control procedures ensure that the work is done correctly.

Quality Assurance is the primary function of ODOT Define – What is it?

Quality Assurance (QA) QA is what is done to confirm that a QC program is effective and provides feedback upon which further development of the QC program can be made.

Quality Assurance (QA) Our Mutual Purpose is the continual improvement of the total delivery process. Essentially, quality assurance describes the process of enforcing quality control standards. This is detailed on our IGAs.
