Introduction of international standards in energy sector CF “Centre of sustainable production and consumption” Almaty, July 4-6 Safargaleyeva Guzaliya

Environmental management systems Meaning of EMS Tool of effective environmental management at adhesion of economic and social opportunities of organization ISO is an universal system. It is applied:  In organizations of all types  In objects of different sizes  In different geographic, cultural and social conditions

Advantages resulting from introduction of environmental management system Introduction of environmental management system provides an enterprise with the following advantages: Systematic reduction of negative effect on environment, Systematic reduction of production and exploitation expenses, Reduction of payments for pollution and more effective implementation of requirements of nature protection legislation.

Advantages resulting from introduction of environmental management system In addition to that, introduction of EMS will provide with complex of additional advantages, including: Reduction of risks of emergency situations appearance and size of consequences in case of their appearance; Increase of competitive ability of enterprise on internal and external markets; Opportunity of development of new markets; Creation of more favorable image and improvement of relations with consumers, partners, investors, state bodies and community; Increase of investment attractiveness; Reduction of interest rate on credits; Reduction rate of payments on environmental insurance (insurance of environmental risks of enterprises), etc.

Delegation of responsibility for environmental impact Enterprises have to identify environmental aspects Analysis of production processes and their optimization Development of programs on reduction of environmental impact Development of policy with incurrence of liability on implementation of these programs. (Policy is an accessible document for wide community). Regular monitoring of activity due to conduction of internal audit Advantages resulting from introduction of environmental management system

ISO introduction examples Ermakovskaya GRES power plant Implemented and certified on accordance with ISO 9001, ISO and OHSAS standards. The station has been under exploitation more than 30 years.

ISO introduction examples

In 2003, JSC “EEK” has adopted long-term environment protection programme; in that frames, Aksu TES is implementing replacement of old electric filters on new ones, providing efficiency of cinder capture up to 99,6%. Replacement of electric filters on devices of Alstom Power company has been already conducted. In addition to that, system of electric and chemical conditioning of steam gases, allowing decrease of sulphur oxides by 32% was introduced in trap aggregates. That system is developed by environment protection laboratory of Kazakh Energy Research Institute. Efficiency assessment was conducted with participation of analytical laboratory of the Pavlodar territorial agency of Environment Protection Department. One of the problems of thermal electric stations working on solid fuel is utilization of cinder and slag wastes. Device on selection and output of dry cinder with production capacity of tones per year was constructed at Aksu TES in order to decrease amount of wastes. In addition to that, dust suppression with utilization of multi- year grasses was organized in the ash dump #2. Effectiveness of dust suppression is 90%.

ISO introduction examples What are the benefits of system introduction& Participation of all staff members in solving of environmental problems Responsibility does not rest on one person Adoption of long-term programme on environment protection Reduction of payments on pollution Innovative proposals of personnel on improvement of technological processes Ennoblement of territory and etc.

Cleaner Production (CP) Systematic application of integrated strategy of pollution prevention on production processes, goods and services for achieving of positive results in economic, social, health protection, safety and environment protection sectors. (определение UNEP)

Distinction between pollution control and Cleaned Production Implementation time Pollution control after Clean Production before

CP tools Base assessment on CP: -Balances of materials, water and energy -Measured resources (energy, water, raw materials, chemicals and etc.) -Measured quantity of wastes -Sewage water analysis -Current and project expenses and prices of product units (energy, water and etc.)

General benefits of CP: Minimization of waste appearance in the “source” Reduction of prime cost and higher quality of products Double effect – environmental and economical one Application possibility of measures of different classes (А, В,С)

Tenteksaya Thermal Power Plant (TPP) Improvement of technological process due to setting up of gas burners, developed in Energy Sector Research Institute. Effect (calculated values) – annual reduction of CO2 emissions to atmosphere on 13,5 t, СО –10 t., on 264 t – SOx, NOx – 38 t. PC application examples
