GALILEO The European Programme for Global Satellite Navigation Services GALILEO 03/2004 EUROPEAN COMMISSION

GALILEO The European Programme for Global Satellite Navigation Services 2 The go-ahead for GALILEO On 26 March 2002, the EU Transport Ministers gave the go-ahead for GALILEO’s development On 26 May 2003, ESA Council cleared the way for ESA’s participation Financing for the development phase ( ) is secured: € 1.1 billion from EC and ESA The statutes of the GALILEO Joint Undertaking have been adopted  GALILEO is a reality

GALILEO The European Programme for Global Satellite Navigation Services 3

GALILEO The European Programme for Global Satellite Navigation Services 4 Public-private partnership

GALILEO The European Programme for Global Satellite Navigation Services 5 Public Private Partnership Private sector is key for commercial orientation (secure revenues) efficient management financing Steps: The Joint Undertaking for the development phase The Concession for the subsequent phases

GALILEO The European Programme for Global Satellite Navigation Services 6 The GALILEO Joint Undertaking Role  Oversee the development of the space and ground segments.  Foster the development of applications and services and prepare markets for GALILEO services.  Prepare the selection of a commercial operator for the following phases of the programme.  Ensure an optimum integration of EGNOS into GALILEO. Founder members: Community, European Space Agency Possible future members: For the first time ever this form of company provided for under Article 171 of the Treaty is being set up. It will allow a single effective management body for Galileo combining public and private funding. Set up: Seat: Brussels Structure European Investment Bank private companies third countries An original solution

GALILEO The European Programme for Global Satellite Navigation Services 7 Concession calendar

GALILEO The European Programme for Global Satellite Navigation Services 8 The steps ahead Call for concessionaire (17 October 2003) Pre-selection, short-listing (Dec. 2003) Competitive negotiations with the three short- listed candidates Final selection of the commercial operator (end 2004)

GALILEO The European Programme for Global Satellite Navigation Services 9 Three consortia selected as final candidates Eutelsat consortium Inavsat consortium Vinci Concessions consortium

GALILEO The European Programme for Global Satellite Navigation Services 10 GALILEO service definition and access to spectrum

GALILEO The European Programme for Global Satellite Navigation Services 11 Galileo: a set of new services Open Access Free to air; Mass market; Simple positioning Commercial Encrypted; High accuracy; Guaranteed service Safety of Life Unencrypted; Integrity; Authentication of signal Search and Rescue Near real-time; Precise; Return link feasible Public Regulated Encrypted; Integrity; Continuous availability

GALILEO The European Programme for Global Satellite Navigation Services 12 GALILEO services (1) Open Service (OS): Combination of open signals Competitive position and timing performances Free of charge to users worldwide  Mass market applications Safety-of-life Service (SoL): Improved OS through integrity Service guarantee envisaged  Air and marine navigation, rail etc

GALILEO The European Programme for Global Satellite Navigation Services 13 GALILEO services (2) Commercial Service (CS): Two additional signals Higher data rate throughput / improved accuracy Service guarantee envisaged additional communication capacity  Commercial applications and services Search and Rescue Service (SAR): Compatible with COSPAS-SARSAT Near real-time reception of distress messages Precise location of alerts

GALILEO The European Programme for Global Satellite Navigation Services 14 GALILEO services (3) Public Regulated Service (PRS): position and timing to specific users high continuity of service controlled access Two signals with encrypted ranging codes and data  Police, emergency services, customs Security Body to be set up by 2004

GALILEO The European Programme for Global Satellite Navigation Services 15 Key qualities State-of-the-art satellite navigation system specifically designed for civilian use worldwide MEO constellation for global coverage in all environments Commercially oriented services Robustness of GNSS through redundancy with GPS

GALILEO The European Programme for Global Satellite Navigation Services 16 Market prospects Navigation, positioning, timing are vital capabilities for modern economies A myriad of applications and services are in sight Future of GNSS = GPS + GALILEO + GLONASS

GALILEO The European Programme for Global Satellite Navigation Services 17 Spectrum Common goal: secure spectrum for robust GNSS services Interoperability requires sharing of spectrum Signal compatibility has been confirmed There are solutions to security issues

GALILEO The European Programme for Global Satellite Navigation Services 18 Security issues GALILEO, the European satellite navigation system - a sensitive infrastructure in terms of safety and reliability. Protection is required against attacks (malicious or otherwise) and to prevent its use for purposes that run counter to the interests of the European Union and its Member States.

GALILEO The European Programme for Global Satellite Navigation Services 19 Centre for Security and Safety Commission Proposal of : setting-up of a permanent fully operational decision-making structure to deal with the various aspects of security Tasks: carry out expert assignments linked to the safety and reliability of the system participate in the elaboration of, and promotion of compliance with, a future operational and regulatory framework in the field of safety and reliability take real-time measures required in the event of a crisis in relation to the operation of the system

GALILEO The European Programme for Global Satellite Navigation Services 20 Civil control GALILEO is a civil system under civil control The future GALILEO Security body will establish the necessary links between the political authorities and the future operator to take appropriate action in times of crisis and will provide an interface with third countries’ security authorities

GALILEO The European Programme for Global Satellite Navigation Services 21 + GPS + EGNOS + GALILEO GNSS Improvements
