3 3 Context As Galileo is maturing, interaction with user communities needs to intensify Many Communities consider standardisation as a prerequisite for adoption of new systems. But drivers are different : Regulatory (e.g. SoL applications) Commercial (e.g. Mobile phones)

4 4 Standardisation Overview Aviation Framework well established. Main actors are : The International Civil Aviation Organization (ICAO) EUROCAE and RTCA, two non-profit organizations that are dealing with standardization of civil aviation equipments Maritime Framework well established. Main actors are : The International Maritime Organization (IMO) The International Association of Lighthouse Authorities (IALA) A number of other committees such as RTCM, IEC and NMEA Mobile Phones Framework is also well defined. 7 7 SBAS Dual Frequency Objective: complement and amplify the scope of dual frequency standardisation work in order to cover all necessary aspects of future SBAS systems Tasks: definition of RF characteristics of the future SBAS signals (incl. optimisation of interoperability with Galileo) Support to SBAS navigation message data content definition Definition of civil aviation receiver functional and performance requirements for the new SBAS signals Support to EC for standardisation of SBAS Interfaces ICAO, RTCA, EUROCAE STANDARDS - FP7 Project

8 8 Location Based Services Objective complement and broaden the European GNSS introduction work in the Location Based Services Tasks: Introduction of European GNSS positioning in Assisted- GNSS standard under development for the professional sector. Analysis of synergies and standardisation of GNSS (in particular Galileo and EGNOS) and Digital Video Broadcasting (DVB) services Analysis of synergies and standardisation of GNSS and WIMAX technology

9 9 Road Objective Progress on satellite navigation solutions specifications in the road sector and investigate standardisation for the innovative features of EGNOS and Galileo Tasks: Analysis and progress in the frame of the CEN TC 278 and ISO TC204 Analysis of the required performances for each Galileo added value service and testing activities for relevant road applications Technical studies on Standardization of hybrid positioning techniques using GNSS and modelling the road user environment

10 10 Safety related applications in railways Objective: Improve the common understanding of Galileo used for safety related applications in railways and provide technical support to standardisation Tasks: Analysis of the safety related applications and contribution to the common understanding of the use of EGNOS and Galileo in railways sector Provision of specific recommendations for better and easier introduction of the EGNOS/Galileo solutions in ERTMS Technical studies to define the required GNSS performances and testing activities for relevant rail communities for SoL applications Technical studies and modelling of the rail user environment and its influence on the GNSS signal performances Development of initial standards

11 11 Performance standards for non- safety applications Objective Pave the road to efficient minimum performance standardisation activities for non-safety applications in the transport sector Tasks Identification of non-safety applications in the road, rail and multimodal transport sectors that will benefit from performance standardisation. Analysis of the possibility to build GNSS technological standards groups in charge of GNSS based location technologies, Receiver operations and protocols. Identification of the needs for hybridisation techniques and algorithms Initial development of minimum performance standards for non-safety applications Provision of an implementation plan for the minimum performance standardisation Technical studies and modelling multimodal transport environment and its influence on the GNSS signal performances

13 13 Professional Capacity Deep knowledge of satellite navigation systems Experience in the different fields of application (aviation, mobile telecommunications, rail and road) Prior experience in standard development processes specific to each user community Access to the relevant regulatory and industrial standardisation fora and experience in the working procedures used by these standardisation fora. Good knowledge of GNSS User receiver technology Deep knowledge of EFC systems architecture and engineering expertise, incl functionality and data required for EFC based on GNSS/CN Good knowledge of road system architecture and engineering expertise including EFC systems Deep knowledge of ERTMS system architecture and operations

14 14 Management/Interfaces EC/GSA in direct contact with work package leaders for standardisation tasks Interaction with standardisation fora to be strictly controlled by EC/GSA (travel plan, attendance, presentations, reporting…) Interaction with existing STANDARDS contract Interface to be foreseen with application specific contracts Interface with on-going standardisation mandate for Space
