Concept Note An effective public administration is the foremost requirement for Good Governance in India. Besides, a well turned public administration can effectively implement publically funded programme such as food security From a larger perspective, it is observed that effective implementation of Food security Act 2013 also depended on local governments. NGO’s and private sectors. However, government departments remain as a legitimate organization to effect coordination among different stake holders, to facilitate policy implementation and to function as regulatory agencies. The main aim of this national seminar is to focus on Governance point of view regarding the execution of world’s largest beneficiaries covered under public policy. i.e Indian Food Security Act, It is viewed that four major challenges of food security when looked from the challenges of governance are as follows:- 1.Capacity Constraints among field-level service provides; 2.Institutional weakness of departments both at Union and State level; 3.Political intervention in Service provision and; 4.Gender and Caste discrimination at all levels of governance About the College Periyar Arts College with its rural background is situated on the shore of Bay of Bengal at Devanampattinam village, 200 km south of Chennai on the East Coast Road. The college has been named after Thanthai Peiyar EV Ramasamy, the great rationalist and social reformer. Periyar Arts College was started in 1964 at Cuddalore. Initially 360 students were admitted in four different branches in the Pre – University course the college functioned in the District Board Buildings. In 1965, the college was upgraded to First Grade College. On , the Hon’ble Chief Minister of Madras, Thiru. M. Bakthavatsalam, inaugurated the college. At present there are 13 UG courses, 11 PG courses, 4 M.Phil and 4 Ph.D Programmes. About the Department The Department of Political Science was established in the year with the aim to inculcate wide knowledge about State and Governments. Teaching of Political Science is more appropriate for cuddalore area because the focus attention of Political Science is development of under development. The Department aims to bring awareness among the people of this district in all the aforeside areas. Political Science is an innovative course which would enable students to achieve great feats in civil services and other competitive examinations. Also a hard copy of the paper must be sent along with a soft copy in CD to the Seminar organizing secretary.
