2 Purpose of the Presentation To present MIG Overview in relation to Sport and Recreation

3 Background Information Definition of MIG The Municipal Infrastructure Grant is a grant programme that incorporates municipal infrastructure grant that funds municipal infrastructure. It is a infrastructure capital expenditure but not an infrastructure operating expenditure

4 Background Information Vision of MIG The Vision of MIG is to provide all South Africans with at least a basic level of service by the year 2013 through the provision of grant finance aimed at covering the capital cost of basic infrastructure for the poor

8 Objectives Of MIG The objectives of MIG are to: Fully subsidise the capital costs of providing basic services to poor households Distribute funding for municipal infrastructure in an equitable, transparent and efficient manner Assist in enhancing the development capacity of municipalities, through supporting multi-year planning and budgeting systems Provide a mechanism for the co-ordinated pursuit of national priorities with regard to basic municipal infrastructure programmes, while avoiding duplication and inefficiency associated with sectorally fragmented grants

9 Conditions of MIG Conformity with the Integrated Development Plans (IDP's). Limitation on operational spending. Restrictions on eligibility. Adequate attention to rehabilitation Pledging of funds to secure loan finance is not allowed. Achievement of specified basic service coverage targets EPWP, LED, Poverty alleviation Reporting MIG funds to be allocated in municipal budget Registration of MIG project business plan

10 Roles and Responsibilities of Sector Departments The Department of Provincial and Local Government has been charged with the responsibility for the administration of the Municipal Infrastructure Grant (MIG) and Co- ordination of the roles and responsibilities of sector departments The dplg established the Municipal Infrastructure Grant Unit (MIG Unit) to manage the administration the MIG and co-ordinate the roles and responsibilities of sector departments

11 A central feature of the MIG programme is that the policy making and regulatory functions of each national and provincial departments responsible for the municipal infrastructure remain intact. MIG programme does not replace national sector departments Sector Departments will continue to lead the sectors, perform macro sector planning; support IDP planning and implementation, build capacity of municipalities, monitoring and evaluation of sector technical standards and norms. Roles and Responsibilities of Sector Departments

12 Policy making, including the setting of norms and standards for the sector and services infrastructure, Support municipalities to prepare and implement a service development plan (e.g. Water Services Development Plan), Monitor the performance of municipalities in the provision of sector infrastructure and compliance with service related conditions (e.g. meeting targets for specific services), Provide support to municipalities in terms of feasibility studies, business plans and implementing services capital projects, Roles and Responsibilities of Sector Departments

13 Initiate intervention related to specific services activities, Sector planning oversight (regional service development plans) Ensure that funds allocated for sector infrastructure are properly spent.
