The 23 Mobility Centres Are Quite Different Strong Mobility Centres: many services proposed, strong experience in welcoming researchers, many researchers, strong involvement Stable Mobility Centres: good offer of services and good experience, but staff availability somewhat too low and/or low support from regional partners Developing Mobility Centres: the support and/or organisation has been set up only recently Emerging Mobility Centres: not enough researchers and low involvement

Common Objectives The more researchers attracted to the region, the better (see graphic « scientific » stays / Regions) The organisation and Coordination of welcoming is to be improved: better for our Prefectures, Universities and Research Organisations, and local communities / administrations The follow-up of former guest researchers is to be developed: not much contact with them, but with their former hosts

Organisation 5 « work packages » : - Management - Harmonization of the network and its services - Training sessions - Webportal - Information and communication Steering commitee : 3 Bridgeheads + Ministry for Research Technical commitee : 3 Bridgeheads + Experts concerned (Ministries, Research Organisations, etc.) 2 Workshops / year with the network

Another two important networking tools A Guest Researcher Card… In ordre for the French network to provide guest researchers with its services through a simple registration, on a voluntary basis …And a database of guest researchers Supplied by datas provided by the registration to the Guest Researcher Card

Guest Researcher Card Since 1998 Before 1998, before ERA-MORE indeed, the Kastler Foundation was facing strong difficulties anticipating the mobility of researchers. We could not always be of help or came too late : they were already there, and we could hardly help them sort out their difficulties. For improving our management of researchers mobility We needed the datas related with their scientific stay. We thus decided to offer foreign mobile researchers a so-called Guest Researcher Card, that is to say a voluntary registration providing them with services especially negociated for guest researchers. The Guest Researcher Card allows us to combine national services with regional ones.

Guest Researcher Card National Legal expertise: entry rights, social security, taxes, lease, etc. : Adapted health insurance combined with a mutual insurance, etc. Opening of a bank account before the arrival Special offers for Apparthotels, French courses, zero-rated VAT on Peugeot and Renault cars (TT), FLE Magazin (Bien-Dire), mail order selling, etc. Regional French courses, practical help for daily life, cultural events, etc.

Some difficulties too The objectives are quite ambitious (ERA, ERA- MORE, Eracareers), but the financial support a bit low Too much ot the weight of mobility currently depends on the involvement of the mobility centres network, which has other activities to handle on the one hand, and not enough financial support from the European Commission, from the French government, or from the French regions (Bottom-up, delegation)

Missing datas ? Researchers with or without PhD: both statistic datas and qualitative evaluation of the scientific stays Necessary coordination with the services and agencies already in charge of managing students mobility (CNOUS, EduFrance, Egide, etc.) With ERA-MORE of course, in relation with the European Charter for Researchers and the Code of Conduct for their Recruitment First workshop in december ?
